On March 12, 2025, at the <br />bid closing, Orange County did not receive the required three (3) sealed bids to open. The Bid <br />Advertisement was republished in June 2025. The County received two (2) sealed bids that were <br />deemed non-responsive. <br /> <br />In July 2025, Orange County published an Advertisement for Bids, and on August 28, 2025, the <br />County received six (6) sealed bids from paving pontractors. <br /> <br />The construction contract to complete the work as designed for the County-Wide Resurfacing <br />construction contract totals $358,011.35, and is recommended for award to Williams Paving. <br /> <br />FINANCIAL IMPACT: The construction agreement cost is $358,011.35. The Board previously <br />approved funding for this project in the FY 2024-25 and FY 2025-26 Capital Investment Plans. <br /> <br />ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br />OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the <br />County fleet/facilities and improve safety. <br />OBJECTIVE 6. Protect water supply/watersheds. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board <br />1) Approve the County entering into a construction contract with Williams Paving, Inc. for the <br />resurfacing and seal coating of parking lots for nine (9) Orange County facilities; and <br />2) Authorize the County Manager to execute the Agreement, subject to final review by the <br />County Attorney, and any subsequent amendments for contingent and unforeseen <br />requirements up to the approved budget amount on behalf of the Board. <br /> <br /> <br />2
