<br /> <br />The Tinnin Woods Subdivision is located in Orange County along School House Road (SR 1314), <br />Fuller Road (SR 1315) and Tinnin Road (SR1313), and located north of US Highway 70 West <br />(Attachments 1 and 2). This single-family residential subdivision is within Orange County’s <br />Planning Jurisdiction. Per North Carolina General Statutes §136-62, the Board of County <br />Commissioners (BOCC) is the appropriate governing body to approve the road addition and <br />deletion requests associated with the subdivision. There are no known violations associated with <br />the subdivision. <br /> <br />The Tinnin Woods Subdivision was recorded on September 22, 2014 (Plat Book 113 Pages 100- <br />101) (Attachment 3). Sehon Circle and Lucia Lane were intended, designed, and constructed to <br />become public roads. The required conditions have now been met for NCDOT maintenance <br />responsibility and ownership criteria, as reflected on the recorded plat. A portion at the end of <br />Tinnin Road does not meet those criteria and has been deemed unnecessary for retention in the <br />State maintenance system (Attachment 5). <br /> <br />NCDOT has investigated this request and has submitted a petition to the BOCC for its <br />recommendation (Attachments 4 and 5). North Carolina General Statutes §136-62 and §136- <br />102.6 require that road petitions for additions and deletions to the state system be made by the <br />governing body (i.e. Orange County). <br /> <br />Conclusion: The above-referenced application meets the criteria endorsed by the BOCC for <br />recommending acceptance of public roads into the State Maintained System for roads approved <br />through the governing jurisdiction’s subdivision process (NCDOT Subdivision Roads Minimum <br />Construction Standards, January 2010, revised July 2020). <br /> <br />FINANCIAL IMPACT: There is no direct financial impact to the County associated with this item. <br />NCDOT will incur additional maintenance responsibilities and costs. <br /> <br />ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br />GUIDING PRINCIPLE – STEWARDSHIP AND ADVOCACY <br />We make proactive data supported decisions and advocate to local, state, and Federal <br />governments in response to our community’s needs in a way that best utilizes our <br />resources. <br />GUIDING PRINCIPLE – PARTNERSHIP AND COLLABORATION <br />We build meaningful relationships and connections that allow us to create holistic and <br />integrated systems of support for all. <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1. Forward the petition for addition to the State Maintained System to the NCDOT for Sehon <br />Circle and Lucia Lane; <br />2. Forward the petition for deletion from the State Maintained System to NCDOT for a portion of <br />Tinnin Road; and <br />3. Recommend the Department of Transportation accept the road additions and deletion for <br />maintenance as State Secondary Roads. <br /> <br /> <br />2
