11 <br /> <br />Slide #15 1 <br /> 2 <br /> Tom Altieri said this is a screenshot of the midsection of Orange County and is the 3 <br />currently adopted Future Land Use Map (FLUM). It expresses a community vision, which is largely 4 <br />a continuation of land use classifications included in the 1981 land use plan, which was the 5 <br />county's original land use plan. He said classifications like rural residential, 10 and 20-year 6 <br />transition areas, and activity nodes were established in the original 1981 plan and were 7 <br />reconfirmed through the development of the 2030 plan and have been achieved to various 8 <br />degrees. He explained that the economic development districts were added to the future land use 9 <br />map in the mid-1990s. 10 <br /> Chair Bedford asked how the Unified Development Ordinance (UDO), FLUM, and 11 <br />Comprehensive Land Use Plan interact. 12 <br /> Tom Altieri explained that the FLUM has land use categories and rather short and general 13 <br />descriptions of each of those categories, and is part of the 2030 Comprehensive Plan. He said 14 <br />in the appendices of the Comprehensive Plan, there is what is commonly referred to as the matrix. 15 <br />He explained that the matrix is a table and provides the direct linkage between the classifications 16 <br />that are shown on the FLUM in all the county zoning districts. He further explained that staff 17 <br />consults the matrix when there is a development proposal to see if an area is zoned appropriately 18 <br />for a particular use. He said if it is consistent with the matrix and classifications, then it is consistent 19 <br />with the FLUM. He explained that zoning is part of the UDO, where all the development standards 20 <br />are detailed. 21 <br /> Commissioner McKee pointed out that the previous slide says the Land Use Plan will not 22 <br />“tie hands”. He questioned how the requirements in the rural buffer don’t tie the hands of people 23 <br />who own land there. 24 <br /> Chair Bedford explained that the question was asked in the context of how not to tie the 25 <br />hands of the Board of County Commissioners. 26 <br /> Cy Stober said Perdita Holtz will speak more in detail during her portion of the 27 <br />presentation, but if there is to be any modification to the Rural Buffer, it must happen in the Joint 28 <br />Planning Agreement (JPA) and the Land Use Plan.
