5 <br /> <br /> Tom Altieri said one of the early deliverables from Clarion Associates was the Fact Book, 1 <br />which includes the information that has been presented so far. The Fact Book is available on the 2 <br />following website: https://www.orangecountylanduseplan.com 3 <br /> Commissioner Portie-Ascott asked about the data source, specifically mentioning updated 4 <br />information from the North Carolina Association of County Commissioners. 5 <br /> Cy Stober, Planning and Inspections Director, said he’s happy to look at the data from 6 <br />NCACC to compare. He said the Fact Book is a living document and is intended to be updated 7 <br />as needed. 8 <br /> Chair Bedford requested clarification on the requirements for annexation. 9 <br /> Tom Altieri said that the practice of forced annexation, which allowed municipalities to 10 <br />annex areas meeting specific development criteria, ended 10-11 years ago. This previous process 11 <br />permitted municipalities to forcibly annex areas if they demonstrated certain developmental 12 <br />thresholds, like certain densities of commercial or residential development. The change in the law 13 <br />means that now annexation predominantly operates on a petition-based system. He explained 14 <br />that under this system, developers must request connections to municipal utilities to initiate the 15 <br />process of annexation. If such a utility request is absent, moving forward with annexation 16 <br />becomes challenging, requiring the consent of 60% of the area's property owners. 17 <br /> Cy Stober said annexation necessitates agreement from 80% of every voting-age member 18 <br />residing in the area in question, not just 60% of property owners. 19 <br /> Commissioner Carter asked if the Fact Book incorporated household data. 20 <br /> Tom Altieri confirmed limited household data in the Fact Book but noted staff 21 <br />supplemented tonight's presentation with additional sources. 22 <br /> 23 <br />Slide #5 24 <br /> 25 26 <br /> 27 <br /> 28
