He said the Fact Book is a living document and is intended to be updated 7 <br />as needed. 8 <br /> Chair Bedford requested clarification on the requirements for annexation. 9 <br /> Tom Altieri said that the practice of forced annexation, which allowed municipalities to 10 <br />annex areas meeting specific development criteria, ended 10-11 years ago. This previous process 11 <br />permitted municipalities to forcibly annex areas if they demonstrated certain developmental 12 <br />thresholds, like certain densities of commercial or residential development. The change in the law 13 <br />means that now annexation predominantly operates on a petition-based system. He explained 14 <br />that under this system, developers must request connections to municipal utilities to initiate the 15 <br />process of annexation.
