39 <br />a. Minutes 1 <br />The Board approved the draft minutes for the July 8, 2025 BOCC Meeting as submitted by the 2 <br />Clerk to the Board. 3 <br />b. Motor Vehicle Property Tax Releases/Refunds 4 <br />The Board adopted a resolution to release motor vehicle property tax values for fourteen 5 <br />taxpayers with a total of fifteen bills that will result in a reduction of revenue. 6 <br />c. Property Tax Releases/Refunds 7 <br />The Board adopted a resolution to release property tax values for twenty-nine taxpayers with a 8 <br />total of thirty-six bills that will result in a reduction of revenue. 9 <br />d. Late Applications for Property Tax Exemption/Exclusion 10 <br />The Board considered twenty untimely applications for exemption/exclusion from ad valorem 11 <br />taxation for twenty bills for the 2025 tax year. 12 <br />e. Fiscal Year 2025-26 Budget Amendment #2 & Fiscal Year 2024-25 Budget Amendment 13 <br />#12 14 <br />The Board approved budget, grant, and capital project ordinance amendments for Fiscal Year 15 <br />2025-26 and FY 2024-25. 16 <br />f. Approval of Health Department Fee Change 17 <br />The Board approved a new fee adjustment to the Environmental Health fee schedule as 18 <br />recommended/approved by the Orange County Board of Health, and amend the FY 2025-26 19 <br />County Fee Schedule. 20 <br />g. Lease Renewal for Senior Care of Orange County, Inc. (Soltys Place) 21 <br />The Board approved a resolution authorizing a five-year renewal of the lease agreement between 22 <br />Orange County and Senior Care of Orange County, Inc. for Soltys Place at the Central Orange 23 <br />Senior Center campus. 24 <br />h. Amendments to the Emergency Management Ordinance – First Consideration 25 <br />The Board approved on first consideration amendments to Chapter 14, Emergency Management 26 <br />Ordinance, of the Orange County Code of Ordinances. 27 <br />i. Amendments to the Noise Ordinance – First Consideration 28 <br />The Board approved on first consideration amendments to Chapter 16, Article III, Noise 29 <br />Ordinance, of the Orange County Code of Ordinances. 30 <br />j. Approval of Revisions to the Orange County Code of Ordinances Section 28 – 31 <br />Personnel 32 <br />The Board approved recommended revisions to the Orange County Code of Ordinances Chapter 33 <br />28 – Personnel. 34 <br />k. Resolutions of Approval for the HOME 2025-2026 Annual Action Plan (AAP) 35 <br />The Board: 36 <br />1) Adopted a resolution authorizing submission of the FY 2025-2026 Annual Action Plan; 37 <br />2) Adopted a resolution approving the proposed HOME Program Activities for FY 2025-38 <br />2026; and 39 <br />3) Authorized the County Manager to implement the HOME Program as approved by the 40 <br />Board of Commissioners, including the ability to execute agreements with partnering 41 <br />nonprofit organizations after consultation with the County Attorney and based on the 42 <br />allocation received from the US Department of Housing & Urban Development (HUD). 43 <br /> 44 <br />9. County Manager’s Report 45 <br /> Travis Myren said there will be an outreach event at the Comfort Inn for TS Chantal 46 <br />survivors who are still housed there and reminded the Board about the work session on 47 <br />September 9 at Southern Human Services Center. 48 <br /> 49 <br />10. County Attorney’s Report 50 <br /> John Roberts said the Sportsplex issues he mentioned previously were resolved. 51
