She asked what the purpose of the market analysis would 1  <br />be. 2  <br />Commissioner Greene said it would be for new stores and gas stations at rural nodes. 3  <br />She said they have heard that was a need in the community. 4  <br />Commissioner Carter said they are setting the stage for what will define how Orange 5  <br />County will look through 2050. She said she puts the cost in the context of what they are trying 6  <br />to accomplish. She said she is looking for information on the county-wide housing needs and 7  <br />what are the connections to transit, and the transition connections. She said she wanted to know 8  <br />how those are connected with rural activity nodes. She said they should make an investment in 9  <br />that kind of analysis. 10  <br />Chair Bedford said that she was supportive of the proposal. She said that sometimes it 11  <br />takes an independent analysis to develop a long-term plan. She said questions of expansion for 12  <br />water and sewer are intertwined, and they need a framework. She said that the School of 13  <br />Government is independent and reliable. 14  <br />Commissioner Fowler said she would like to know where housing is needed in the county. 15  <br />She said as they have grown, the question is if they need to make changes to WASMBPA or 16  <br />increase density in the rural buffer. She asked if a market analysis could be done by November 17  <br />11. 18  <br />Cy Stober said he thought the housing analysis would be done looking at the needs in the 19  <br />northern and southern halves of the county. 20  <br />Commissioner Greene said she had talked herself out of the market analysis. She said 21  <br />Vice-Chair Hamilton made some good points. She said she would want to have a strategic plan 22  <br />for housing with municipal partners rather than a supply and demand study. 23  <br />Commissioner McKee said they are talking 25 years out, and market conditions change. 24  <br />He said in five years, 25 years from now, the conditions will be different.
