<br />BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) 14
<br />Integrated Mobility Division (IMD) accepts requests for capital, operations, and administrative 15
<br />needs for county-operated transit programs. Additionally, the Federal Transit Administration (FTA) 16
<br />awards operating and capital funding directly to eligible recipients to assist with eligible operating 17
<br />expenses, replace, rehabilitate, and purchase buses and related equipment, as well as construct 18
<br />bus-related facilities. This funding also supports technological changes or innovations to modify 19
<br />low- or no-emission vehicles or facilities. 20

<br />Orange County Transportation Services (OCTS) is eligible to apply for funding for administrative, 22
<br />operating, and capital projects and seeks a total of $576,321 in combined federal and state transit 23
<br />project grant funding for FY 2027. 24

<br />The 5311 Administrative, 5310 Operating, 5339 Combined Capital, and 5307 Operating grants 36
<br />provide financial support for public transit system services that promote economic and mobility 37
<br />self-sufficiency to the general public, the elderly, and individuals with disabilities. Additionally, the 38
<br />funds support a transit system that enhances access for residents in both urban and non-39
<br />urbanized (rural) areas to healthcare, shopping, education, employment, public services, and 40
<br />recreation. 41

<br />Jamael Wiley, Transit Planning and Operations Manager, introduced the item and 43
<br />reviewed the information in the abstract and described how the proposal aligns with the county’s 44
<br />strategic plan. 45

<br />A motion was made by Commissioner Fowler, seconded by Commissioner McKee, to 47
<br />open the public hearing. 48
