Public Hearing on Transit for FY 2027 – 5311 Rural Area Formula Grant, 5310 Enhanced 3  <br />Mobility of Seniors & Individuals with Disabilities Formula Grant, and 5339 Combined 4  <br />Capital Formula Grant Applications 5  <br />The Board: 6  <br />1) Conducted a public hearing on the 5311 Administrative, 5310 Operating, and 5339 7  <br />Combined Capital grant applications for FY 2027; 8  <br />2) Approved the 5311 Administrative, 5310 Operating, and 5339 Combined Capital grant 9  <br />applications for FY 2027; and 10  <br />3) Approved the FY 2027 Program Resolution (Attachment 1), and FY 2027 Local Share 11  <br />Certification (Attachment 2). 12  <br /> 13  <br />BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) 14  <br />Integrated Mobility Division (IMD) accepts requests for capital, operations, and administrative 15  <br />needs for county-operated transit programs. Additionally, the Federal Transit Administration (FTA) 16  <br />awards operating and capital funding directly to eligible recipients to assist with eligible operating 17  <br />expenses, replace, rehabilitate, and purchase buses and related equipment, as well as construct 18  <br />bus-related facilities. This funding also supports technological changes or innovations to modify 19  <br />low- or no-emission vehicles or facilities. 20  <br /> 21  <br />Orange County Transportation Services (OCTS) is eligible to apply for funding for administrative, 22  <br />operating, and capital projects and seeks a total of $576,321 in combined federal and state transit 23  <br />project grant funding for FY 2027. 24  <br /> 25  <br />A Detailed breakdown is outlined in the table below: 26  <br /> 27  <br /> 28  <br /> 29  <br /> 30  <br /> 31  <br /> 32  <br /> 33  <br /> 34  <br /> 35  <br />The 5311 Administrative, 5310 Operating, 5339 Combined Capital, and 5307 Operating grants 36  <br />provide financial support for public transit system services that promote economic and mobility 37  <br />self-sufficiency to the general public, the elderly, and individuals with disabilities.
