26 <br />Commissioner Portie-Ascott asked why the hours of operation were listed in the 1 <br />conditions. 2 <br /> Lauren Honeycutt said these were the hours listed by the applicant and are self-imposed 3 <br />constraints. 4 <br /> Chair Bedford asked about condition seven. She asked who enforces conditions. 5 <br /> Cy Stober, Planning Director, said the zoning will be recorded the Register of Deeds. He 6 <br />said that it is Planning Department’s responsibility to maintain that information. He said in two 7 <br />years it made sense for recombination to occur. 8 <br /> Chair Bedford said it would likely be shared with the estate planning attorney. 9 <br /> Vice-Chair Hamilton asked what the projected number of students is for the school in 10 10 <br />or 15 years, and how that would affect water usage. 11 <br /> Michael Fieldgo said the existing permits limits water usage and effluent discharge to 500 12 <br />students. He said if they exceed 500 students, they will have to update the state and increase 13 <br />the system capacity. He said that NCDOT was guaranteed 500 students with the access 14 <br />proposed by the school. 15 <br /> Vice-Chair Hamilton asked how future updates would affect the decision the Board was 16 <br />making that evening. 17 <br /> Michael Fieldgo said the application being considered by the Board says they will not 18 <br />exceed 500 students. He said if there was a modification to that, the school would have to come 19 <br />back before the county. 20 <br /> Commissioner Carter asked if there is a condition that states a capacity of 500 students. 21 <br /> 22 <br /> Lauren Honeycutt said the 500 students is not specifically in the conditions, but they are 23 <br />constrained to the site-specific plan which does note a maximum footprint that they cannot 24 <br />exceed. She said if they needed additional space for more students, it would require a 25 <br />modification of the conditional district. 26 <br /> Cy Stober said condition six regarding the traffic impact analysis was for 500 students. 27 <br /> John Sharon said there is no plan to grow beyond 500 students. 28 <br />A motion was made by Commissioner Fowler, seconded by Commissioner McKee, to 29 <br />open the public hearing. 30 <br /> 31 <br />VOTE: UNANIMOUS 32 <br /> 33 <br />PUBLIC COMMENTS: 34 <br />There were no comments. 35 <br /> 36 <br />A motion was made by Commissioner Fowler, seconded by Commissioner McKee, to 37 <br />close the public hearing. 38 <br /> 39 <br />VOTE: UNANIMOUS 40 <br /> 41 <br /> Chair Bedford said she was in support of the application and that it seemed to be a nice 42 <br />fit for the neighborhood. She said there are some children who need a smaller school, and this 43 <br />fits the needs of some families. 44 <br /> Commissioner Carter said the school has an amazing reputation in the community and 45 <br />that she appreciated the applicant’s thoroughness and preparation. 46 <br /> 47 <br /> A motion was made by Vice-Chair Hamilton, seconded by Commissioner Fowler, to 48 <br />approve the Statement of Consistency (updated Attachment 7) and Zoning Atlas Amendments 49 <br />(Attachment 9). 50 <br /> 51
