She said, 4 <br />at the Board’s request, she spoke with Kevin Foy and Roger Waldon, and Barry Jacobs is present 5 <br />and will speak later. She said that when speaking with Kevin Foy, she shared the five purposes 6 <br />identified here, and he agreed that they spoke to the pressures being addressed at the time. 7 <br />During their conversation, Kevin Foy also shared that joint planning was very visionary at the time, 8 <br />and there was an amazing lack of egos on the part of leaders and having everybody work together 9 <br />on a common goal. She said in addition to protecting University Lake, Kevin Foy stated that there 10 <br />was an appreciation that Orange County is the headwater of three river basins and that people 11 <br />didn’t want sprawl, and there was an ethos of wanting to protect the water supplies, rivers, and 12 <br />streams. Kevin Foy also emphasized that the urban growth boundary was a policy choice, not 13 <br />intended to be anti-growth, but rather to be managed growth.
