In addition to the bills mentioned on this slide, he explained that there is a current bill 2 <br />that proposes that any residential development that disturbs less than 1 acre of land cannot be 3 <br />regulated for stormwater management. He said the Jordan Lake Basin requires stormwater 4 <br />management for anything that disturbs more than an acre, and the Falls Lake Basin requires 5 <br />stormwater management for any new development over a half-acre, so this would be a big 6 <br />change. 7 <br /> Chair Bedford asked if any of these rules apply to agrotourism. 8 <br /> Cy Stober said not at present. However, there is a requirement for nontraditional farm 9 <br />practices to be regulated for stormwater in the Tar-Pamlico rules, and there may be an effort to 10 <br />transfer that language into the Falls Lakes and Jordan Lake rules when they’re revised. 11 <br /> Chair Bedford said she thought farms had to adhere to stormwater regulations. 12 <br /> Cy Stober said there are agricultural regulations for livestock exclusion, stream buffers, 13 <br />crop tillage, etc., but they don’t address stormwater. 14 <br /> 15 <br />Slide #21 16 <br /> 17 Christopher Sandt explained that the image in slide #21 is called the stormwater erosion 18 <br />control matrix. He said if someone is planning to disturb a certain amount of land during 19 <br />development, an erosion control plan and stormwater management plan must be submitted to 20 <br />Planning and Inspections before a land disturbing permit is granted. He said this form is provided 21 <br />as information to developers and residents who are planning to build. 22
