13 <br /> <br /> Tom Altieri said in short, the answer to the question on this slide is that by virtue of the 1 <br />agreement with Chapel Hill and Carrboro, it requires all parties to work together on potential 2 <br />changes to the joint land use map. 3 <br />Commissioner Carter asked if the county had historically articulated the Land Use Plan 4 <br />before negotiating the other agreements. 5 <br /> Tom Altieri said typically yes, but there have also been cases when agreements and the 6 <br />Land Use Plan have been completed concurrently. 7 <br /> Chair Bedford asked if the county has any agreements with the City of Mebane. 8 <br /> Tom Altieri said there used to be a utility service agreement at one time, and there is no 9 <br />joint land use plan with Mebane. 10 <br /> Commissioner Carter asked if the same is true for Durham. 11 <br /> Tom Altieri said yes. 12 <br /> 13 <br />Slide #17 14 <br /> 15 <br /> Commissioner Carter said she wants to be clear on the nuance between how the Board 16 <br />goes through the process of articulating the vision of the Land Use Plan. She asked how the 17 <br />Board could do that and then work with partners in a way that doesn’t get the county into any legal 18 <br />or logistical challenges. 19 <br /> Tom Altieri said the Board has the statutory powers to guide the Land Use Plan and the 20 <br />FLUM for the areas that are in Orange County’s planning jurisdiction. He said these areas are 21 <br />different from the JPA areas.
