213 <br /> Rigsbee farmhouse is attached hereto as Exhibit A-1. An example of a well <br /> house that meets the requirements of this condition is attached as Exhibit A-2. <br /> 6. The mail kiosk shall be designed to complement the existing Rigsbee farmhouse <br /> located on Highway 54 by continuing the white color for the exterior elements. <br /> The mail kiosk shall incorporate a weather covering with recessed lighting and <br /> shall include at least two (2) benches and at least one (1) trash can. An example <br /> of a mail kiosk that meets the requirements of this condition is attached as <br /> Exhibit B. <br /> 7. At least 5,600 linear feet of private trails shall be installed as shown on the Site <br /> Plan with precise trail locations to be determined at subdivision plat. Trail <br /> surfaces shall be natural (earthen), mulch, wood chip, gravel, or crushed stone. <br /> No asphalt or pavement shall be permitted. Trail amenities shall include at least <br /> three (3) benches located along the trail and at least (4) signs providing <br /> scientific information about the flora and fauna found on the subject property <br /> with picture or other images. <br /> 8. No less than 25 acres of Open Space areas shown on the Site Plan shall <br /> collectively include a total of: <br /> i. one (1) covered, open air structure similar to those shown on the attached <br /> Exhibit C in the general area identified as the "Community Building <br /> Structure" on the Site Plan; <br /> ii. at least two (2) grilling stations; <br /> iii. at least one (1) fire pit; <br /> iv. at least four (4) trash cans; <br /> v. at least four (4) pet waste stations; and <br /> vi. at least ten (10) bird nesting boxes in the general area identified as a "bird <br /> sanctuary" on the Site Plan, all to be maintained by the HOA. <br /> 9. Individual septic systems meeting Orange County requirements and designed to <br /> serve homes with four (4) bedrooms shall be provided on each residential lot. <br /> 10. Subject to NCDOT approval, the property owner shall provide a right-hand turn <br /> lane (deceleration) and a left-hand turn lane (center lane) into the property <br /> entrance on Highway 54 meeting NCDOT standards. The subject property shall <br /> be developed generally in accordance with the proposed site plan submitted as <br /> a part of this application ("Site Plan"). <br /> b. Pursuant to Sections 1.1.5 Statement of Intent -Amendments, and 1.1.7 Conformance <br /> with Adopted Plans of the UDO and to Section 160D-604(d) Planning Board review and <br /> comment— Plan Consistency and 160D-605(a) Governing Board Statement— Plan <br /> Consistency of the North Carolina General Statutes, the Board finds sufficient <br /> documentation within the record denoting that the amendment is consistent with the <br /> adopted 2030 Comprehensive Plan. The application, including the site-specific plan and <br /> the proposed conditions, is reasonable and in the public interest because it furthers the <br /> goals of the 2030 Comprehensive Plan. <br /> The proposed R-CD (Residential Conditional District) zoning district to allow for single- <br /> family dwellings is consistent with the Rural Community Activity Node Land Use <br /> Classification of the 2030 Comprehensive Plan.
