ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 20, 2005 <br />Action AgeSda r <br />Item No. T <br />SUBJECT: Agreement Renewal Between UNC Hospitals and Orange County for the <br />Senior Wellness Program <br />DEPARTMENT: Aging <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Agreement <br />6/5/05 Chestnut Letter to UNC <br />INFORMATION CONTACT: <br />Jerry Passmore, ext, 2009 <br />TELEPHONE NUMBERS: <br />Hillsborough <br />Chapel Hill <br />Durham <br />Mebane <br />732-8181 <br />968-4501 <br />688-7331 <br />336-227-2031 <br />PURPOSE: To consider an agreement renewal to receive $25,000 from the University of North <br />Carolina (UNC) Hospitals for their co-sponsorship of the Department on Aging's Senior <br />Wellness Program from .luly 1, 2005 through June 30, 2006. <br />BACKGROUND: In 1994, the Friends of the Chapel Hill Senior Center received funding to <br />implement a Wellness Program at each of the Orange County Senior Centers and rural <br />community centers, This three-year project funded by the Kate B, Reynolds Foundation ended <br />June 30, 1997. Due to the success of the program, UNC Hospitals has funded the full cast of <br />the Wellness Coordinator position through contractual agreement with Orange County for the <br />last eight years. However, this year, UNC Hospitals has continued its support but at a redtaced <br />level as part of the overall hospital cost-cutting measures, This renewal will maintain existing <br />programs and assist implementing new programs to promote the health and well-being of <br />seniors, such as community education, fitness, screenings and flu shots. The United Way will <br />also continue to provide operating expense support for this public/private partnership, <br />The $25,000 from UNC Hospitals represents a cut from the $50,000 dollars provided in past <br />years. A letter which Jack Chestnut, the Chair of the Advisory Board on Aging, sent to UNC <br />regarding this reduction is attached. <br />FINANCIAL IMPACT: UNC Hospitals will reimburse Orange County $25,000 for part of the <br />salary and fringe benefits costs for the permanent, full-time Senior Public Health Educator who <br />directs the Wellness Program and the balance of the position is covered with general funds <br />transferred from the Community Based Services budget. The balance of the position is covered <br />by a transfer of $29,500 from the General Fund to the Wellness Program included in the FY <br />2005-06 Approved Budget. United Way and class revenues cover operating expenses. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />and authorize the Chair to sign the Agreement renewal between UNC Hospitals and Orange <br />County for the continuation of the Wellness Program, subject to final review by staff and the <br />County Attorney. <br />
