Hearing there are none, I will move on to the public <br /> 119 charge. <br /> 120 <br /> 121 AGENDA ITEM 5: PUBLIC CHARGE <br /> 122 <br /> 123 Lamar Proctor read the Public Charge. <br /> 124 <br /> 125 AGENDA ITEM 6: CHAIR COMMENTS <br /> 126 <br /> 127 Lamar Proctor: I do have a few comments. First of all, I'm just going to ask members of the Planning Board to <br /> 128 always give their full attention to the presenters and to the public when they're making comments. <br /> 129 It's okay if you need to speak to each other to reference a page number because we are dealing <br /> 130 with hundreds of pages in these packets, and there is a lot of information that's being considered, <br /> 131 but we should refrain from having lengthy or substantive discussions amongst ourselves. This is a <br /> 132 legislative process, and we should be discussing that amongst ourselves in public at the <br /> 133 appropriate time. I also wanted to remind the Planning Board that if there are errors you notice in <br /> 134 the packet that are grammatical or scrivener's errors as we call them in the courtroom or, <br /> 135 formatting errors,those can be directed to Cy Stober as the planning director, and those do not <br /> 136 have to be necessarily brought out in the open meeting. We need to make the most efficient use <br /> 137 of our time and discuss the substantive issues that are before us. I would just like to reiterate to <br /> 138 everyone,the Planning Board takes this job very seriously. We're all volunteers. We understand <br /> 139 that planning, and especially zoning decisions and land use planning decisions are very emotional <br /> 140 for the people it effects,that is you're talking about changing the character of people's homes, <br /> 141 where they reside,the characters of their community, and these are very important decisions, and <br /> 142 we take them seriously,so we would ask just for everyone to respect each other. Sometimes <br /> 143 these are not popular decisions. Sometimes they're difficult, and we are doing our best to try and <br /> 144 hear all the voices and make an informed recommendation to the Board of County <br /> 145 Commissioners, and I would just remind everyone that we are not the final decision here on these <br /> 146 planning land use issues. We make recommendations to the Board of County Commissioners, <br /> 147 and they make the final decision as to these issues. Moving along to Agenda Item 7,we have a <br /> 148 zoning atlas amendment to review and make recommendations to the Board of County <br /> 149 Commissioners on a zoning atlas amendment to rezone plus or minus 78.11 acres located at <br /> 150 1039-UT NC 86 North Hillsborough within the Hillsborough Township of Orange County. The <br /> 151 proposed rezoning is from agricultural residential to residential conditional district. The anticipated <br /> 152 board of county commissioner public hearing date is November 6 of 2025, so we will have a <br /> 153 presenter from the developer on this project, and I would remind them that we limit these <br /> 154 presentations to 30 minutes. <br /> 155 <br /> 156 Taylor Perschau: Thank you, Chair Proctor. Good evening, board. My name is Taylor Perschau. I am the current <br /> 157 planning and zoning manager,the staff planner on this zoning atlas amendment as Lamar just <br /> 158 summarized. I will be going through the conditional district zoning process as a reminder of what <br /> 159 has already happened in the review process to get the project to this Planning Board. The <br /> 160 applicant team are familiar faces to you all, as we saw a different application from the Forestar <br /> 161 Group at your August meeting, so a reminder on the conditional district zoning process.
