Docusign Envelope ID:9ADB105A-9CF3-46D3-BFE6-DD24AB853FF3
Related meeting notes:
• In the absence of Saru Salvi,Barbara Levine served today.
• The meeting scheduled for August 21, 2025 has been canceled.
Property Identification:
Property Owner John Quintin Gant Appellant(if different)
Property Address 1004 Karen Woods Road Parcel ID or Abstract 9860697030
Statement of Appeal: Request a reduction in value based on the fact that the large lots in this
neighborhood cannot be subdivided and it has no typical development services such as city water, sewer
or natural gas.
Current Assessed Value $1,311,100 County Opinion $1,115,600
Time of Hearin 2:OOPM Appellant Opinion Not provided
County Representative Jimmy Milliken Board Decision $1,115,600
Evidence submitted by the appellant:
• This neighborhood and this land are overvalued in the new valuation, as the large lots cannot
be subdivided, such that the acreage above 0.5 acres has much lower unit value. These are 10
acre lots but cannot become 20 half-acre lots, ever. Furthermore, the neighborhood is
overvalued as it is dependent on wells and septic systems, and it has no typical development
services like OWASA water, sewer, data fiber,TV cable, or natural gas. This neighborhood's
roads are only one lane wide and do not conform to safe road standards, such that my
homeowners insurance is even higher. All of these factors point to the fact that this small
neighborhood is a low-service area, and the lots are much less valuable than projected by the
new valuation due to lower marketability.
Evidence submitted by the county representative:
• The County suggest the land to be adjusted for severe shape that accounts for 1.25 acres,
easement for pedestrian/equestrian, and stream buffer.
• Current Property Record Card of Subject
• Land Plat-Lot 7
• GIS Map
• Proposed Property Record Card of Subject
Motion of the Board Accept the Coun 's revised value of$1,115,600
Made the motion Barbara Levine
Seconded the motion Richal Vanhook
Voted For Leon Meyers
Voted Against
Property Identification:
