academic performance and to provide systematic intervention to such students. CHCCS will <br />reimburse the County for the estimated costs of $16,800 ($15,000 for direct services, and <br />$1,800 for administrative overhead) to provide this service. This budget amendment <br />provides for the receipt of these funds from the CHCCS. (See Attachment 1, column #2) <br />Emergency Management <br />3, Emergency Management has received notification from the N. C. Department of Crime <br />Control and Public Safety, Division of Emergency Management, of supplemental State pass - <br />through Federal funds totaling $2,000 as part of a $121,625 State Homeland Security Grant <br />that the Board of Commissioners accepted during FY 2003 -04. These additional funds will <br />be used to pay for materials and supplies for Introductory Incident Command training for first <br />responders in the County. This budget amendment provides for the receipt of the $2,000 <br />from the State for the above stated purposes. (See Attachment 3, State Homeland Security <br />Grant Project Ordinance) <br />Elections <br />4. At their regular meeting on August 16, 2005, the Board of Commissioners called for an <br />election on the possible establishment of a supplemental school district tax within the <br />Orange County School district. That referendum has been scheduled to coincide with the <br />elections scheduled for November 8, 2005. As noted in the fiscal impact section of that <br />August 16 agenda item, the Board of Commissioners will need to consider an appropriation <br />from contingency funds of $12,000 - $15,000 to cover costs (e.g. printing ballots, precinct <br />expenses for precincts that otherwise would not be involved in the November 2005 election, <br />etc.) not included in the 2005 -06 Board of Elections departmental budget. The attached <br />budget amendment would transfer $15,000 from Commissioner Contingency for this <br />purpose. (See Attachment 1, column #4) <br />Animal Services Facility Capital Project Ordinance <br />5. At its September 7, 2005 meeting, the Board of County Commissioners approved a contract <br />for the purchase of a 5.5 acre parcel on Eubanks Road in Chapel Hill to be used as the <br />future site of the Orange County Animal Shelter. Funding for this purchase was approved <br />using two- thirds net debt reduction bonds of $170,000. This budget amendment provides <br />for the appropriation of $170,000 from 2004 two- thirds net debt reduction bonds. (See <br />Attachment 4, Animal Services Facility Capital Project Ordinance) <br />Southern Orange Senior Center Capital Project Ordinance <br />6. At its September 7, 2005 meeting, the Board of County Commissioners awarded a bid to <br />Resolute Construction Company of Chapel Hill for the construction of the Southern Orange <br />Senior Center. Funding for the construction was approved using $2,000,000 from 2001 <br />Voter Approved Bonds, and $4,150,000 from alternative financing proceeds, for a total <br />project budget of $6,150,000. This budget amendment provides for the appropriation from <br />2001 Voter Approved Bonds and alternative financing proceeds. (See Attachment 5, <br />Southern Orange Senior Center Capital Project Ordinance) <br />
