I want to express my concerns about the development as proposed for conditional <br /> 350 rezoning in White Cross, particularly it's impacts on water resources and rural character. First, the <br /> 351 septic low outs documented in the application raised some red flags. 43 individual systems <br /> 352 installed on roughly 61 acres will clearly threaten tree density,which not only disrupts wildlife <br /> 353 habitat and the county's natural beauty, but also increases storm water runoff, potentially <br /> 354 degrading both soil quality and nearby waterways. Second, I question the developer's reliability <br /> 355 when it comes to abiding Orange County's interests. This is a company that Preserve Rural <br /> 356 Orange reports to have been sued dozens of times throughout the US for water pollution and <br /> 357 negligent construction and business practices. Given that history, it's difficult to trust that they'll <br /> 358 prioritize clean water in quality homes in White Cross without persistent county oversight. Third, <br /> 359 this development undermines the rural character that defines rural Orange County at White Cross. <br /> 360 We can expect increased noise and air pollution from such a concentrated spike in landscaping, <br /> 361 traffic, and fenced-in dogs as well as significantly increase light pollution, each of which erodes the <br /> 362 quiet, natural environment we all choose to live in and pay high taxes for. Lastly, I'd like to briefly <br /> 363 raise a concern with the well impact report regarding the proposed community well. Full <br /> 364 disclosure, my wife and chose to participate as one of the two volunteer wells to add data to the <br /> 365 report. However,the conclusion of the report that nearby wells won't be affected by a 43-home <br /> 366 community well is based on a single 24-hour draw-down test involving only two neighboring wells. <br /> 367 1 can't yet support those findings without a much more thorough analysis that considers long-term <br /> 368 use, seasonal variation, drought conditions,43-plus sprinkler systems in high summer and the <br /> 369 likely increase in demand from future neighboring development. In conclusion, this proposed <br /> 370 rezoning and development demands much deeper scrutiny, and zoning conditions that aim to <br /> 371 avert obvious conflicts with rural Orange County's water resources, quality of housing, and rural <br /> 372 character.
