We also <br /> 221 included a commitment with regard to the private streets that was suggested by staff. Minimum lot <br /> 222 size is 20,000 square feet. No home should have more than four bedrooms, and every septic <br /> 223 system should be designed to accommodate four bedrooms. That's the reason for that condition. <br /> 224 There will be an HOA that will administer architectural guidelines. The decorative well house that <br /> 225 you have seen in the pictures is a commitment as well as the mail kiosk which will include <br /> 226 benches and a trash can for ease of use. The private trails shown on the site plan are a <br /> 227 commitment, and they will also include benches along the trail, signs providing scientific <br /> 228 information about the flora and fauna that's found in that area with pictures or images to sort of <br /> 229 engage folks in what they are seeing. The community building structure and gathering area is <br /> 230 also a commitment, and, in addition to that structure, it will have grilling stations and a fire pit, and <br /> 231 some trashcans and pet waste stations and the bird nesting boxes to encourage the proliferation <br /> 232 of species that are seen in that area. Also,the commitment that the septic systems would be <br /> 233 designed to serve those four bedrooms, so it's clear that's the limit, and a commitment to provide <br /> 234 turn lanes, right-and left-hand turn lanes into the community if NCDOT approves them, and that <br /> 235 was a request made by the fire chief in the area. We do have our traffic engineer, and he did do <br /> 236 some analysis and talked with NCDOT. NCDOT did not suggest the addition of turn lanes, but <br /> 237 since that was a request from the fire chief in the area,we're happy to do that with NCDOT's <br /> 238 approval, and so that is an additional commitment. We are proposing individual septic systems on <br /> 239 each lot, and these are conventional systems, and included in your packet are materials that show <br /> 240 layouts on certain lots to see that they will fit and with all of the associated requirements, and <br /> 241 there are similar systems already operating in Orange County, and we're proposing a community <br /> 242 well. The community well is existing on site. We built it, and it's been permitted, and it's <br /> 243 constructed and operational, and we heard some questions about the capacity of the well and its <br /> 244 impact on other wells in the area in our community meeting and in our conversations outside of <br /> 245 those meetings with folks in the area, and so first, our employed experts did do actual testing <br /> 246 using that new well and two nearby wells, and their data showed much more water capacity than <br /> 247 is needed to serve this community and no impact on nearby wells. I told you as well that we heard <br /> 248 concerns about traffic, and so we have added those commitments with regard to the turn lanes. <br /> 249 These things that we have added were a result of our conversations not only in the community <br /> 250 meeting but outside of the community meeting with members of the community, some folks that <br /> 251 we met at that meeting and some folks who were brought to our attention through others in the <br /> 252 area, and so we did try to be broad and engage with as many folks as we could. We do see this <br /> 253 site as providing a number of public benefits, and I think chief among them is that Orange County <br /> 254 is growing significantly. People want to move here, and more housing is needed. We saw, <br /> 255 between 2010 and 2020, 15,000 new residents moved into Orange County which is an 11 percent <br /> 256 increase, and so you can see that there is growth. We think this proposal balances the need for <br /> 257 more housing with a desire to maintain that rural appearance and character, and we hope that you <br /> 258 will agree.We would ask for your support, and our whole team is available to answer any <br /> 259 questions, and Mr. Chair, if appropriate,we'd like to reserve the remainder of our time in case <br /> 260 there are other comments that are appropriate. <br /> 261 <br /> 262 Lamar Proctor: Yeah.
