1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 16, 2025 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Fiscal Year 2025-26 Purchase of Seven (7) LIFEPAK® 15 Monitors/ <br /> Defibrillators <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Kirby Saunders, Emergency Services <br /> Sole Source Letter Director, 919-245-6100 <br /> Customer Price Increase Letter Kim Woodward, Emergency Medical <br /> Services Division Chief, 919-245- <br /> 6100 <br /> Sarah Pickhardt, Division Chief of <br /> Emergency Management, 919-245- <br /> 6100 <br /> PURPOSE: To approve and authorize the Manager to sign all documents necessary for the <br /> procurement of seven (7) LIFEPAK® 15 Monitors/Defibrillators. <br /> BACKGROUND: The FY 2025-35 Capital Investment Plan included the purchase of seven (7) <br /> LIFEPAK® 15 Monitors/Defibrillators during Fiscal Year 2025-26. All seven of the devices are <br /> scheduled to replace existing Version 2 LIFEPAK® units that are reaching end of life. <br /> Stryker, Inc. is the sole-source provider for the LIFEPAK® 15 Monitors/Defibrillators. Stryker does <br /> not allow any third-party vendors to sell this product. Orange County Emergency Medical Services <br /> (EMS) operates with the LIFEPAK® 15 Monitors/Defibrillators daily. <br /> Stryker is no longer able to obtain the electronic motherboard components to maintain and repair <br /> the current Version 2(V2) LIFEPAK® 15 units. Orange County owns and operates twenty-eight <br /> (28) LIFEPAK® 15 Monitors/Defibrillators, of which seven (7) are V2 monitors. With this purchase, <br /> Stryker will buy back seven (7) V2 LIFEPAK® 15's at $4,250 per device for a total of $29,750. <br /> By completing the purchase prior to October 1, 2025, Orange County's purchase will not be <br /> affected by the anticipated 3.5% cost increase to all Stryker products in the FY 2025-26. <br /> FINANCIAL IMPACT: Stryker has provided a quote for$321,305.60 for the seven (7) LIFEPAK® <br /> ® 15 monitors/defibrillators. Emergency Services was allocated $364,405 for Emergency <br /> Services Renewal & Replacement, leaving a net difference of $43,099 remaining in the budget. <br /> This savings includes the $29,750 in credit for the V2 monitor buybacks. <br />
