30 <br /> 1 Commissioner Greene said it seems like the data collector would almost always want to <br /> 2 look at the property. <br /> 3 Nancy Freeman said it depends on the review because part of what they'll be looking at <br /> 4 is the sales information for that neighborhood. She explained that if they aren't satisfied with what <br /> 5 they see in the sales data, they would start looking at individual properties and that's when we <br /> 6 might see that there will be properties that might have a change in value. <br /> 7 Commissioner Portie-Ascott asked how the appraisal company was chosen. <br /> 8 Nancy Freeman explained they contacted four companies, heard from three, and selected <br /> 9 one with experience in Durham and Chatham Counties that was immediately available and <br /> 10 familiar with the area. She elaborated that one of the companies had been utilized in Orange <br /> 11 County previously, which added a level of familiarity and trust in their capabilities. The other two <br /> 12 companies that responded, while reputable, did not have the same level of proximity or current <br /> 13 knowledge of the local real estate market. She said one of the firms had most of its experience <br /> 14 rooted in the western part of the state, which was a significant factor in opting for a company with <br /> 15 more regional experience. Nancy Freeman highlighted that proximity was an essential criterion <br /> 16 for the selection to ensure the appraiser would not need additional time to acclimate to the local <br /> 17 market dynamics and logistics, making the process more efficient. The selected company <br /> 18 displayed an eagerness to begin the project, emphasizing their immediate availability and <br /> 19 capacity to deploy necessary resources promptly.
