8 <br /> CR-05 - Goals and Outcomes <br /> Progress the jurisdiction has made in carrying out its strategic plan and its action plan. <br /> 91.520(a) <br /> This could be an overview that includes major initiatives and highlights that were proposed and <br /> executed throughout the program year. <br /> This year's CAPER reports on the actions and achievements the HOME Consortium accomplished in <br /> Program Year(PY) 2024. <br /> The 2024 CAPER outlines which activities the County undertook with HOME funds during PY 2024 (July <br /> 1, 2024-June 30, 2025). Orange County is the lead entity and administrator for the HOME funds.The <br /> Orange County HOME Consortium received $429,496.00 in HOME entitlement funds for PY 2023; <br /> $13,306.32 in HOME program income; and Consortium members collectively provided $96,636.28 in <br /> HOME Match. In PY 2024,the County budgeted and expended PY 2024 HOME funds to address the <br /> following goals: <br /> • Rental Construction—Budget$222,1201 Expended $0 <br /> • Tenant-Based Rental Assistance—Budget$136,499 1 Expended $67,524.22 <br /> • Grant Administration—Budget$36,7011 Expended $6,752.42 <br /> Additionally, the County expended HOME funds from prior Program Years on the following strategies: <br /> HOME Match Strategy <br /> $94,939.60 Rental Construction <br /> PY 2023 $102,024.82 & Homebuyer <br /> Assistance <br /> PY 2022 $0 $0 <br /> PY 2021 $50,000.00 $88,250.00 Rental Construction <br /> PY 2020 $0 $0 <br /> PY 2019 $101,788.00 $25,447.00 Tenant-Based Rental <br /> Assistance <br /> Total Funds Expended $321,337.04 $225,517.66 <br /> Together, these expenditures contributed to an increase in the overall supply of affordable <br /> housing as well as the affordability of the existing housing stock for qualified participants. <br /> 7 <br />
