15 <br /> Leveraging <br /> Explain how federal funds leveraged additional resources (private, state and local funds), <br /> including a description of how matching requirements were satisfied, as well as how any <br /> publicly owned land or property located within the jurisdiction that were used to address the <br /> needs identified in the plan. <br /> HOME Match <br /> • The Orange County HOME Consortium uses cash as its local match for HOME Funds. <br /> Cash match is contributed from the general funds of each of the four members of the <br /> Consortium (Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough). <br /> This year the local match contribution for the PY 2024 HOME award was $96,636.28. <br /> • The Orange County Board of County Commissioners (BOCC) also awarded match funding <br /> through the Bond/Capital Improvement Plan process. During the CAPER period <br /> $166,500 of bond funding supported rental construction match. <br /> Other Resources Leveraged <br /> • Orange County was awarded North Carolina Housing Finance Agency Essential Single <br /> Family Rehabilitation Loan Pool (SFRLP) funds to rehabilitate households that are at or <br /> below 80% of AMI. The County received $190,000 in SFRLP 2023 funds. <br /> • Orange County was awarded North Carolina Housing Finance Agency Urgent Repair <br /> Program funds for emergency home repairs and modifications.
