14 <br /> Narrative <br /> The allocations and priorities were established through public meetings, stakeholder interviews, <br /> resident surveys, statistical analysis, and a review of prior community development plans. Key elements <br /> of the process included analyzing HUD's latest Comprehensive Housing Affordability Strategy(CHAS) <br /> data, which offers detailed insights into housing needs, along with the 2018-2023 American Community <br /> Survey Estimates and the 2020 U.S. Census.This data provided the most current information to evaluate <br /> housing, homelessness, social services, economic development, and other related needs. <br /> The Orange County HOME Consortium, beyond compliance with its Citizen Participation Plan, advertised <br /> and held two Public Hearings and five community meetings that provided residents an opportunity to <br /> discuss the County's HOME Program and affordable housing needs in general. <br /> Public Hearing 1 Input: <br /> One comment was received during the first public hearing:There is a need to protect and expand <br /> Naturally Occurring Affordable Housing which provides valuable affordability to renters across the <br /> Orange County. <br /> Public Hearing 2 Input: <br /> Many comments were received during the second public hearing, detailing the need for both rental <br /> assistance subsidy and repair and rehabilitation support. <br /> Community Input and Feedback: <br /> Orange County held five community engagement and input sessions across the County at community <br /> centers throughout February. Staff engaged over 50 residents through the public input process and <br /> guided conversations around HOME eligible uses, County needs, and resident issues. Additionally,the <br /> County distributed a resident survey to understand the needs and funding priorities of community <br /> members. 133 survey responses were received and 55 people attended in-person community feedback <br /> sessions. <br /> 13 <br />
