Phase I <br />paving will not include the entire road frontage along the properties. <br />Although more property owners along Arthur Minnis Road must dedicate right-of-way in <br />order for the State to be able to initiate condemnation proceedings to attain right-of-way <br />needed to pave the road, there are several property owners who may be willing to <br />dedicate right-of-way. Placing Arthur Minnis Road in the Secondary Road Improvement <br />Program for Orange County will allow NCDOT to start new negotiations to obtain right- <br />of-way in order to pave this segment of an important link in Orange County's rural <br />collector road system.
