9 <br /> OO <br /> • civil consultants <br /> LAND DEVELOPMENT CONSULTANTS <br /> Carolina Friends School <br /> UDO Application Sections for Re-Zoning to Non-Residential Conditional District <br /> 2.8.3 C <br /> The alleged error in the Zoning Atlas and/or Unified Development Ordinance text that would be corrected <br /> by the proposed amendment with a detailed explanation of such error in the Zoning Atlas and/or Unified <br /> Development text and detailed reasons how the proposed amendment will correct the alleged error. <br /> The application proposes to change the Zoning Designation of the subject parcels. Currently the <br /> parcels are zoned Planned Development Rural Buffer(PD-RB) and Rural Buffer (RB).The application <br /> proposes to change the Zoning Designation to Non-Residential Conditional District(NR-CD)to allow <br /> for the continued growth of the school in response to population growth in the County. <br /> 2.8.3 D <br /> The changed or changing conditions, if any, in the area or in the County generally, which makes the <br /> proposed Zoning Atlas and/or Unified Development Ordinance text amendment reasonably necessary to <br /> promote the public health, safety and general welfare. <br /> North Carolina and Orange County are experiencing significant growth in population year over year. <br /> Many of the new residents are young families with school age children.The Friends School Campus is <br /> recognized as a special learning environment and is in increasing demand with many current and new <br /> North Carolinians. Continued growth and development of the campus for all age students is an <br /> important component to provide needed educational facilities and offerings to the increasing general <br /> population of the County. <br /> 2.8.3 E <br /> The manner in which the proposed Zoning Atlas and/or Unified Development Ordinance text amendment <br /> will carry out the intent and purpose of the adopted Comprehensive Plan or part thereof. <br /> The NR-CD District is a flexible and streamlined approach to the continued growth and development of <br /> the 63-year-old campus. As the school is experiencing increase in demand for all ages,facilities from <br /> pre-K to High School are necessary with the most acute present demand for the higher grades <br /> associated with the Upper School. With a curriculum focus on sustainability and stewardship the NR- <br /> CD allows for future projects to utilize the Site Plan process in lieu of the Special Use Permit process. <br /> This enables the school to be more efficient and directed with their limited funding to continue its <br />
