2 <br /> Rental Assistance (TBRA), to be managed by the Orange County Partnership to End <br /> Homelessness (OCPEH) with their Rapid Rehousing program. The funding breakdown will be as <br /> follows: <br /> HOME 2025-26 <br /> Repair & Rehabilitation $147,628 <br /> TBRA $147,628 <br /> CHDO Set-Aside* $56,395.70 <br /> Administration $37,593.97 <br /> TOTAL $389,245.67 <br /> The Community Housing Development Organization (CHDO) Set-Aside will be awarded to <br /> EMPOWERment, Inc., for a future project that fulfills HOME requirements. <br /> HOME Program Implementation <br /> The BOCC approved the 2025-26 HOME AAP in its June 17, 2025 Business meeting. However, <br /> the required resolutions of approval were not included. Those resolutions are attached for Board <br /> approval. Once the resolutions are signed and authorization granted, the Orange County <br /> Manager will execute agreements with partnering nonprofit organizations as necessary to <br /> implement the approved HOME Program Design. All agreements will be reviewed and approved <br /> by the County Attorney's Office. <br /> FINANCIAL IMPACT: The federal grant in question provides approximately $400,000 in annual <br /> funding to the Housing Department. The approval and signing of the resolutions allow the HOME <br /> Consortium to access those funds. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HOUSING FOR ALL <br /> OBJECTIVE 1. Use regular federal and local funds to build and/or acquire new affordable <br /> housing. <br /> OBJECTIVE 7. Expand resources and invest in housing designed for our aging and <br /> disabled residents. <br /> OBJECTIVE 8. Rehabilitate and repair existing housing to preserve naturally occurring <br /> affordable housing and avoid displacement. <br /> OBJECTIVE 10. Support unhoused residents in obtaining temporary and permanent <br /> housing. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Chair and Clerk to sign the attached resolutions for the HOME 2025-2026 Annual Action Plan, <br /> and authorize the County Manager to implement the HOME Program as approved by the BOCC, <br /> including the ability to execute agreements with partnering nonprofit organizations after <br /> consultation with the County Attorney and based on the allocation received from HUD. <br />
