14 <br /> Sec. 28-36. Health insurance. <br /> (a) Employee Group Health Insurance Coverage. <br /> Orange County provides group health insurance programs to employees and contributes to the cost of <br /> the group health insurance programs as approved by the Board of County Commissioners each year. <br /> (b) Eligibility. <br /> Permanent and probationary employees are eligible for group health insurance.This includes full-time <br /> and part-time employees working at least 20 regularly scheduled hours per workweek. <br /> (c) Effective Date. <br /> Group health coverage is effective on the first day of the month following the date of hire upon <br /> completion of enrollment by the employee. Employees may also select a group health insurance <br /> program for coverage of a spouse,dependent child(ren), domestic partner,or family for an additional <br /> cost. <br /> (d) Termination Date. <br /> a. Upon separation from Orange County employment,group health insurance coverage will <br /> terminate the last day of the month of the employee's final day of employment. <br /> b. Retirees who meet eligibility requirements for retiree health insurance may continue coverage <br /> with the group health insurance plan or a Medicare Supplement plan depending on age and Medicare <br /> status. <br /> C. Employees separating from services for reasons other than retirement will be offered the <br /> opportunity to continue benefits under the Consolidated Omnibus Budget Reconciliation Act(COBRA) <br /> for up to 18 months. <br /> (e) Retiree Health Insurance Coverage.The County provides retirees with the continuation of coverage in the <br /> group health insurance plan or a Medicare Supplement plan depending on age and Medicare status and <br /> contributes toward the cost of this for eligible retirees.The County does not provide dental or vision <br /> coverage to retirees. <br /> (1) Employees Eligible. <br /> a. To participate in retiree health insurance, an employee must retire from employment with <br /> Orange County and request retiree health insurance participation within thirty(30) <br /> calendar days of the last date of employment. Eligibility requirements for retirement are <br /> defined in Section 28-38 of the Orange County Code of Ordinances: <br /> 1. Employed on or before June 30,2012,and meet one of the following criteria: <br /> a. Has at least ten years of total Orange County Service as a permanent <br /> employee. <br /> b. Is age 65 or older and has at least five years of total Orange County Service as <br /> a permanent employee. <br /> c. Is retiring on a Disability Retirement and has at least five years of total <br /> Orange County Service as a permanent employee. <br /> 2. Employed after June 30,2012,and meet one of the following criteria: <br /> a.
