Its presence may not have been verified in the <br /> past 20 years.An element is not automatically assigned a historical status if it has not been verified in the past 20 years; some effort must <br /> have been made to locate or relocate occurrences.A Historical status does not impact the State Status of a species. <br /> 3 One known occurrence of this species was identified within 1.0 mile of the PSA;however,none were located within the PSA itself. <br /> Nearly every protected vascular plant species listed in Tables 3 and 5 requires a <br /> circumneutral soil pH. The floristic composition within the natural communities on this <br /> site suggests an acidic pH, which is typical for much of the North Carolina Piedmont <br /> ecoregion. <br /> 4.3 Bald and Golden Eagle Protection Act <br /> The Bald and Golden Eagle Protection Act is enforced by the USFWS. Golden eagles do <br /> not nest in North Carolina. Habitat for the bald eagle primarily consists of mature forests <br /> in proximity to large bodies of open water for foraging. Large dominant trees are utilized <br /> for nesting sites, typically within 1.0 mile of open water. <br /> A desktop-GIS assessment of the PSA, as well as the area within a 1.0-mile radius of the <br /> project limits, was performed on September 19, 2024, using the most recent color aerials. <br /> Water bodies large enough or sufficiently open to be considered potential feeding sources <br /> were not identified within a 1.0-mile radius of the PSA. Since foraging habitat is absent <br /> within the review area, a survey of the PSA and the area within 660 feet of the project <br /> limits was not conducted. No eagles or eagle nests were observed during the September <br /> 20th site visit. A review of the NCNHP Summer (July) 2024 dataset revealed no known <br /> bald eagle EO's within 1.0 mile of the PSA.Due to the lack of eagle sightings,nests,known <br /> occurrences, and the minimal impact anticipated for this project, it has been determined <br /> that this project will not affect this species. <br /> 12 December 2024 <br />
