8 <br /> County to the first-year funding only of the capital projects; all other years are used as a planning <br /> tool and serves as a financial plan. <br /> Capital Investment Plan — Overview <br /> The FY 2025-35 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and Durham <br /> Technical Community College — Orange County Campus projects. The Proprietary Projects <br /> include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> property tax growth over the next ten years, and 4% sales tax growth. Orange County Partnership to End Homelessness (OCPEH) Point-In-Time Count and <br /> Monthly Homelessness Report <br /> The Board received a report on the most recent homelessness data from 2025's Point-In-Time <br /> (PIT) Count as well as the first installment of OCPEH's new monthly report on outputs. <br /> BACKGROUND: The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people <br /> experiencing homelessness on a single night in January. The United States Department of <br /> Housing & Urban Development(HUD) requires that Continuum of Care Programs(CoCs)conduct <br /> an annual count of people experiencing homelessness who are sheltered in emergency shelter, <br /> transitional housing, and Safe Havens on a single night.
