1 <br /> APPROVED 8126/25 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> May 22, 2025 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget Work Session on Thursday, May <br /> 22, 2025, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton, <br /> and Commissioners Marilyn Carter,Amy Fowler, Sally Greene (arrived at 7:15 p.m.), Earl McKee, <br /> and Phyllis Portie-Ascott <br /> COUNTY COMMISSIONERS ABSENT: None. <br /> COUNTY ATTORNEYS PRESENT: None. <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> except Commissioner Greene. <br /> The Board reviewed and discussed: <br /> • FY 2025-26 Fire Districts' Tax Rates; <br /> • Countywide Revenue Changes; <br /> • Countywide Employee Compensation; and <br /> • County Departments' FY 2025-26 Recommended Budgets. <br /> BACKGROUND: The County Manager presented the FY 2025-26 Recommended Operating <br /> Budget at the Board's Business meeting on May 6, 2025. Since then, the Board has conducted <br /> one public hearing to receive residents' comments regarding the proposed funding plan. At the <br /> May 15, 2025 Budget Work Session, the Board discussed recommended FY 2025-26 budgets for <br /> Chapel Hill-Carrboro City Schools Board of Education, Orange County Schools Board of <br /> Education and Durham Tech Community College. <br /> This budget work session offers the Board an opportunity to review and discuss the recommended <br /> budgets for fire districts, countywide revenue changes, countywide employee compensation, and <br /> County departments. <br /> Functional Leadership Teams: <br /> The following Functional Leadership Teams are scheduled to attend the budget work session: <br /> Public Safety: <br /> • Courts <br /> • Criminal Justice Resources <br /> • Non-Departmental <br /> Human Services: <br /> • Aging <br /> • Alliance Health <br />
