Transit Program of Projects <br /> Over the summer, County staff reviewed all relevant local, regional, and state <br /> transportation plans to develop a consolidated list of programmed and funded transit <br /> operating and capital projects, in alignment with the federally required Program of <br /> Projects (POP)framework, a best practice that promotes transparency, coordination, and <br /> efficient resource allocation. Serving as both a planning and accountability tool, the POP <br /> outlines prioritized projects and funding sources to support public understanding and <br /> stakeholder engagement. The County's multimodal planning successes over the past two <br /> years, spanning transit, pedestrian, bicycle, and other mobility initiatives, have <br /> established it as a regional leader in integrated transportation planning, with its POP <br /> showcased at the Charlotte Regional Transportation Planning Organization (CRTPO) as <br /> a model of effective, forward-thinking implementation that advances mobility, <br /> accessibility, and community connectivity. <br /> Title VI and ADA Paratransit Plan Update <br /> The Orange County Transportation Services Title VI and ADA Paratransit plans were last <br /> updated in 2022 in accordance with updated state and federal regulations. The plans <br /> were also approved by North Carolina Department of Transportation. With recent <br /> changes in American Disabilities Act advancing access, state practice in Transportation <br /> Disadvantaged Index, and other innovations implemented by state and federal agencies, <br /> OCTS needs to update its Title VI program and ADA Paratransit Plan to meet the new <br /> standards and perhaps exceed them through improved public engagement. <br /> Multimodal Assessment <br /> OUTBoard members have been routinely involved in advancing the department's <br /> Multimodal Assessment best practices. It has helped improve the department's role in the <br /> Development Advisory Committee (DAC) through innovations in the staff report, creating <br /> a version 2.0 to 2.5. This project has now advanced to a consultant — WSP — to <br /> incorporated other successful accomplishments in the state and establish the <br /> department's first fee structure. It will transition the standard practice of Traffic Impact <br /> Analysis to Multimodal Assessments, done by County staff as part of the Planning <br /> Department's development review process. Director will provide a more detailed update <br /> on this soon to be completed which will include Charlotte (2023) and Wake Forest's <br /> (2024) recent application of the Multimodal Assessment practice. <br /> Regional Multimodal Center <br /> During the previous fiscal year, OCTS formed a strong coalition for a potential RAISE <br /> (now BUILD) with the help of WSP. This team consisted of NCDOT IMD and Division, <br /> PART, GoTriangle, TWTPO, CPRPO, BG MPO, Hillsborough, Chapel Hill, Orange <br /> County, for a Regional Multimodal Center (RMC) in Hillsborough. The RMC was initially <br /> identified in the County's SPOT 7 project identification process as a county priority. It was <br /> supported by Hillsborough and submitted in SPOT 7 by TWTPO as both a rail and transit <br /> project. Due to current financial constraints, this project is being reprogrammed with an <br /> even stronger coalition in development. For more information on what is a RMC, see <br />
