SHELTER POLICY <br /> A. The policy of Orange County Transportation is that a bus shelter and <br /> bench are warranted at any fixed route stop with an average of 10 or more <br /> daily boardings. <br /> B. Priority sites that automatically qualify for a shelter and/or bench, <br /> regardless of boarding counts, include: <br /> • Hospitals and urgent care facilities <br /> • Health clinics <br /> • Senior centers <br /> • Parks and recreation facilities serving older adults or individuals <br /> with disabilities <br /> • Properties owned or managed by: <br /> ■ Orange County Housing Department <br /> ■ Orange County Department of Social Services <br /> ■ Orange County Habitat for Humanity <br /> ■ Community Alternatives for Supportive Abodes (CASA) or <br /> other nonprofit affordable housing providers <br /> ■ U.S. Department of Housing and Urban Development(HUD) <br /> assisted <br /> ■ Low-Income Housing Tax Credit (LIHTC) funded housing <br /> II. SEATING POLICY <br /> A. Bus stops with 3 to 9 average daily boardings may qualify for an appropriate <br /> seating option, such as a bench or pedestal seat. <br /> B. A temporary seating option may be installed at any location approved for <br /> shelter development until construction is complete. <br /> III. LIGHTING STRATEGY <br /> A. For bus stops where a shelter and bench are warranted, Orange County shall <br /> implement the following lighting strategy to maintain a visibility range of <br /> 0.4 to 1.2 footcandles. <br /> • Sites should be placed within 30 feet of existing overhead lighting <br /> wherever possible. <br />
