OUTBOARD ORIENTATION <br /> June 5, 2025 <br /> Lead Agency Matrix <br /> Transit Governance ILA Responsibilities Approved <br /> Lead Agency <br /> Orange County Transit Annual Work Program Orange County to compile <br /> and maintain <br /> Annual Tax District administration budget for the Orange Transit major Go Triangle (as Tax District <br /> operating and capital fund Administrator)to compile& <br /> maintain <br /> Multi-Year Capital Improvement Plan (CIP)supplied for the Orange Transit major <br /> capital fund that clearly identifies specific projects, project sponsors responsible <br /> for undertaking those projects, project funding sources,and project expenditures <br /> starting with the current year of annual work program and annual projections <br /> forecasted out to assume full capital investment outlays per project and also <br /> showing actual/programmed expenditures from each project inception to <br /> Orange County to compile & <br /> current fiscal year. (NOTE:The Multi-year CIP shall be updated annually to <br /> maintain through <br /> coincide with the annual capital budget always being the first year of coordination with DCHC MPO <br /> appropriation of funding for capital projects identified in the CIP.The Multi-year <br /> &Go Triangle <br /> CIP shall be coordinated with the Metropolitan Transportation Plan, <br /> Transportation Improvement Program, and annual program of projects <br /> developed and maintained by the DCHC MPO designated recipient of federal <br /> formula transit grants so as to be consistent with submittal deadlines for the <br /> Transportation Improvement Program and the horizon years of the Metropolitan <br /> Transportation Plan.) <br /> Annual Capital Budget Ordinance supplied for the Orange Transit major capital <br /> Go Triangle (as Tax District <br /> fund that allocates financial resources to specific project sponsors for specific <br /> Administrator)to compile& <br /> projects and represents the current year of appropriation of funding for capital <br /> projects identified in the Multi-Year CIP maintain <br /> Multi-year Operating Program-the annual document describing the <br /> development of local and any regional transit services to be funded by the Tax <br /> District. It will describe service changes planned for the year and preliminary <br /> service proposals and financial projections for the subsequent years.A detailed Orange County to compile& <br /> report on the status of each service shall also be included, along with maintain through <br /> performance objectives for the coming year.The document shall also describe coordination with DCHC MPO <br /> administrative, planning, marketing or other functions that are not directly &Go Triangle <br /> accounted for in specific infrastructure project delivery or allocated to service <br /> delivery, but which are essential to the implementation of the Work <br /> Program/Multi-Year Vision Plan <br /> Annual Operating Budget Ordinance-This shall be supplied for the Orange <br /> Go Triangle (as Tax District <br /> Transit major operating fund which will appropriate funds for the operation, <br /> Administrator)to compile& <br /> administration, and implementation administration of transit projects identified <br /> in the Work Program as operating projects. maintain <br /> 41 <br />
