Since then, the orientation materials have been further reviewed and are currently <br /> being revised to incorporate key developments in the transportation sector: <br /> 1. Evolving State and Federal Transportation Frameworks <br /> Significant regulatory and policy changes have emerged through updates to the FAST Act and the <br /> Infrastructure Investment and Jobs Act (IIJA). These changes are reflected in the new materials <br /> and include: <br /> • A stronger federal emphasis on sustainability and resilience in transportation planning. <br /> • Revised eligibility criteria for funding, new grant opportunities, and performance-based <br /> planning requirements. <br /> 2. Expansion of the County's Multimodal Transportation Network <br /> Orange County has made measurable progress toward building an integrated, multimodal <br /> network: <br /> • Enhanced engagement of youth in planning and project development. <br /> • Strengthened implementation of the County's Climate Action Plan and Strategic Plan. <br /> • Application of the County's Vision Zero and Complete Streets policies to all projects. <br /> • Greater support for active transportation, including walking, biking, and transit access. <br /> 3. Improvements in Transit Governance and Service Delivery <br /> Recent enhancements in rural transit services and regional coordination are now central: <br /> • Changes in governance structures and collaboration with agencies like GoTriangle. <br /> • County-led development of key plans (e.g., Orange County Transit Plan, Transportation <br /> Multimodal Plan, Bike/Ped Plan). <br /> • Growth in fixed-route,on-demand, microtransit,and paratransit services,emphasizing equity <br /> and accessibility. <br /> The updated OUTBoard orientation materials aim to equip board members with the knowledge <br /> necessary to support informed, forward-thinking transportation planning and policy.
