Subject: OUTBoard Orientation Material Update Attachment: OUTBoard Orientation - Revised Material PURPOSE: To approve the Orange Unified Transportation Board Orientation material. BACKGROUND: On June 2025, Orange County Transportation Services presented initiated updates to the Orange Unified Transportation Board's orientation material so that new and existing members were well-informed about transportation planning principles, governance frameworks, and policy-making processes across local, regional, and state levels in North Carolina. Since then, the orientation materials have been further reviewed and are currently being revised to incorporate key developments in the transportation sector: 1. Evolving State and Federal Transportation Frameworks Significant regulatory and policy changes have emerged through updates to the FAST Act and the Infrastructure Investment and Jobs Act (IIJA). These changes are reflected in the new materials and include: • A stronger federal emphasis on sustainability and resilience in transportation planning. • Revised eligibility criteria for funding, new grant opportunities, and performance-based planning requirements. 2. Expansion of the County's Multimodal Transportation Network Orange County has made measurable progress toward building an integrated, multimodal network: • Enhanced engagement of youth in planning and project development. • Strengthened implementation of the County's Climate Action Plan and Strategic Plan. • Application of the County's Vision Zero and Complete Streets policies to all projects. • Greater support for active transportation, including walking, biking, and transit access. 3. Improvements in Transit Governance and Service Delivery Recent enhancements in rural transit services and regional coordination are now central: • Changes in governance structures and collaboration with agencies like GoTriangle. • County-led development of key plans (e.g., Orange County Transit Plan, Transportation Multimodal Plan, Bike/Ped Plan). • Growth in fixed-route,on-demand, microtransit,and paratransit services,emphasizing equity and accessibility. The updated OUTBoard orientation materials aim to equip board members with the knowledge necessary to support informed, forward-thinking transportation planning and policy.
