OUTBOARD ORIENTATION <br /> June 5, 2025 <br /> OUTBoard's Role - Multimodal <br /> I. Planning and Program Development <br /> • NCDOT's SPOT/STIP and Non-STIP <br /> o Participate in the recurring two-year SPOT/STIP process. <br /> o Assist with identifying NCDOT small projects for programs like Spot Safety, Mobility, <br /> HMIP, and other administrative based programs. <br /> • Coordinated with County Quarterly meetings with NCDOT and member jurisdictions. <br /> • Multimodal Planning Input <br /> o Review, comment, and recommend locally and regionally adopted transportation plans, <br /> programs, policies, and projects for all modes. <br /> • Non-Highway Planning — Bicycle, Pedestrian, and Transit Planning <br /> o Recommend and monitor implementation of the Bicycle/Pedestrian and Transit Plan. <br /> o Implement Safe Routes to School (SRTS) Plan. <br /> • Development and Land Use Coordination <br /> o Review and comment on amendments to the Unified Development Ordinance (UDO). <br /> o Review and comment on local plans like Access Management Plans, Corridor Studies, <br /> and other County specific projects. <br /> II. Project Oversight and Review <br /> • State and Local Transportation Projects <br /> o Review active NCDOT projects (paving, construction, etc.). <br /> o Receive updates and monitor NCDOT rural projects in Orange County. <br /> • Technical Review <br /> o Receive and review operational statistics from Orange County Public Transportation, <br /> approved and signed by OUTBoard Chair. <br /> o Receive technical recommendations from Transportation Advisory Services (TAS) <br /> III. Interagency and Staff Coordination <br /> • Interagency Updates and Discussions <br /> o Receive updates from other department staff on County transportation related issues. <br /> o Stay informed on transportation planning activities from member jurisdiction, regional <br /> agencies, state and federal partners <br /> • Staff Communication and Advisory Roles <br /> o Address other items as assigned by the Board of County Commissioners (BOCC). <br /> 35 <br />
