ORANGE ORANGE COUNTY GOVERNMENTri
ORANGE TRANSPORTATION SERVICES DEPARTMENT Co
OmMeW
`[-K I I I ,,,,r1 17, vueuc r^xensr
ACCESS & EQUITY
Mode Split
Based on the current land use context, infrastructure availability, and transportation access, the anticipated mode
split for the proposed development is as follows:
• 100% Vehicle: All trips to and from the proposed office development are currently expected to occur via
personal or passenger vehicles. This is primarily due to the lack of nearby transit access, pedestrian facilities,
and bike infrastructure.
• 0%Transit: There is currently no direct access to fixed-route public transit within the immediate vicinity of
the development site, resulting in no anticipated transit use under current conditions.
• 0% Bicycle/Pedestrian: With no sidewalks, greenways, or designated bike lanes in the area, pedestrian and
bicycle travel is not currently feasible or anticipated.
• 0%Freight:The proposed use does not support or attract freight activity, and there is no expected commercial
freight movement associated with the site.
First& Last Mile Connectivity
Connectivity to other modes of transportation remains limited, though some opportunities may exist for future
improvement:
• To/From Transit:The nearest transit service is located approximately% mile away on Jones Ferry Road. While
not directly accessible from the development site, this proximity suggests potential for future Demand
Response, Mobility on Demand (MOD), or first-mile/last-mile service solutions to bridge the gap.
• To/From Bicycle/Pedestrian Facilities: There are no existing bike lanes, sidewalks, or pedestrian pathways
within a %-mile radius of the site. This lack of non-motorized infrastructure significantly limits access for bike
and pedestrian users.
• Bike Racks: There are currently no bike racks proposed on-site or in the surrounding area, reducing the
feasibility of encouraging active transportation as a viable mode.
• Bus Stops: No bus stops are currently located within or adjacent to the site. If future demand for transit
increases, the installation of a nearby stop or shelter may be considered in coordination with transit providers.
CONCLUSION
OCTS Comments:
A 594 sq. ft. home-based office is proposed on a quiet, 10.2-acre rural lot in southern Orange County. Located 400
feet off a private road, the project has minimal impact on transportation infrastructure. All access will be by private
vehicle due to a lack of transit, bike, or pedestrian facilities. No safety, equity, or environmental justice concerns are
identified, though future transit demand may grow. The site aligns with county Transportation Multimodal Plan goals
but does not influence current multimodal planning or project prioritization.
Developer requested to:
o Recommendation 1 - ensure adequate access is provided along Uwharie Ridge Road for County transit services.
