���E ORANGE COUNTY GOVERNMENT <br /> ORANGE ORL TRANSPORTATION SERVICES DEPARTMENT ri <br /> ,� <br /> No rH CARQLLNA Ora"g;„8�,�,u„5nt <br /> Item 5.c. <br /> Subject: Transportation - Development Advisory Committee (DAC) Memo V2.5 <br /> Attachment: OCTS DAC Memo Example <br /> PURPOSE: Provide comments on the new Transportation DAC Memo Example. <br /> BACKGROUND: The Director of Orange County Transportation Services (OCTS) has completed a <br /> comprehensive Multimodal Assessment utilizing the newly developed assessment template, as <br /> previously introduced. This initial assessment, included as Attachment 1, serves as a model for <br /> how OCTS staff will conduct all future development application reviews—particularly following <br /> the formal approval and adoption of the new Multimodal Assessment Program by all relevant <br /> stakeholders. <br /> The completed assessment has been submitted to the Planning and Inspections Department for <br /> preliminary review and feedback. It will also be presented to the Planning Board for additional <br /> evaluation and consideration as part of the broader implementation process. <br /> To further formalize and enhance the new Multimodal Assessment practice, the OCTS Director <br /> has initiated the following key actions: <br /> • Collaboration with WSP to refine the assessment template and incorporate the best <br /> national practices into the final work product <br /> • Ongoing research into fee structures currently in use across North Carolina and <br /> throughout the United States to inform a sustainable and equitable funding model <br /> Is Review of potential updates to the Unified Development Ordinance (UDO) to ensure <br /> alignment with emerging multimodal transportation policies and objectives <br /> The finalized Orange County-specific Multimodal Assessment framework is expected to be <br /> completed and ready for implementation by Fall/Winter 2025. <br /> TRANPORTATION ADVISORY SERVICE (TAS): <br /> FINANCIAL IMPACT: No financial impact currently. <br /> ALIGNMENT WITH STRATEGIC PLAN: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> • OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> • OBJECTIVE 4.
