ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.c. <br /> Subject: Orange County Bike Ped Plan Update <br /> PURPOSE: Provide comments on the Orange County Bicycle and Pedestrian planning process. <br /> BACKGROUND: In the winter of 2024, Orange County initiated its first-ever Comprehensive <br /> Bicycle and Pedestrian Plan in collaboration with planning and engineering firm Stantec. This <br /> ambitious undertaking is currently in the Listening and Testing phases, with the Refinement and <br /> Final Plan stages anticipated in late 2025. The project is tentatively scheduled for completion in <br /> the fall of 2025. <br /> Progress to Date: <br /> Several key milestones have been achieved as part of the planning process: <br /> • A project website has been launched, featuring public surveys and interactive mapping tools <br /> to gather community input. <br /> • The team has successfully conducted one pop-up event and four focus group meetings with <br /> a diverse group of stakeholders. <br /> • Public Workshop #1 has taken place, providing an opportunity for broader community <br /> engagement. <br /> • A thorough review of existing plans, policies, and programs has been initiated, alongside an <br /> ongoing analysis of existing conditions. <br /> IS Two meetings with the Core Technical Team have been held to guide the project and ensure <br /> alignment with key transportation goals. <br /> Highlights of Public Engagement and Technical Review: <br /> The input gathered and analysis conducted so far have generated several important insights: <br /> • The interactive map has grown from an initial 37 user-submitted points to over 170 entries, <br /> reflecting strong community interest, along with more than 20 complete surveys. <br /> • A detailed inventory has been completed of the county's roadway network, including: <br /> o 920 miles of state roads and 801 miles of town or private roads <br /> o Data collected includes functional classification, speed limits, traffic volumes, crash <br /> history, and more. <br /> • The team assesses transit accessibility, analyzing the Transportation Disadvantage Index <br /> (TDI), and aligning all efforts with the plan's Guiding Principles. <br /> • Efforts are currently underway to build a realistic bicycle and pedestrian network while also <br /> establishing a prioritization workgroup to ensure future investments are effectively targeted. <br /> As part of the ongoing process, the Orange County Transportation Director will provide a brief <br /> presentation summarizing the work completed to date and outlining the next steps.
