ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIQLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.b. <br /> Subject: OUTBoard Policies and Procedures Update <br /> Attachment: Orange County Advisory Board Policy <br /> OUTBoard Policies and Procedures with Track Changes <br /> PURPOSE: To discuss and recommend approval of updates to OUTBoard Policies and Procedures. <br /> BACKGROUND: On March 18, 2025, the Orange County Board of County Commissioners approved <br /> updates to the Advisory Board Policy. Attachment 1 includes a track-changes version of the revised <br /> guidelines applicable to all County Advisory Boards. Notable updates include: <br /> • Public access to meeting notices and agendas at least seven days in advance <br /> • Revised roles and responsibilities for Board Chairs and Secretaries <br /> In light of these updates—and following a review of the Orange Unified Transportation Board's <br /> (OUTBoard) achievements over the past two years—the Orange County Transportation Services <br /> Director recommends further enhancements to the OUTBoard Policies and Procedures(Attachment <br /> 2), as follows: <br /> • Addition of Section I.C.3—OUTBoard to maintain and update the Stakeholder List <br /> • Revision to Section III.B.—Modify Board composition to include 11 voting members and 2 youth <br /> delegates <br /> • Addition of Section III.C.—Attendance notice requirements aligned with County policy <br /> • Addition of Section IV— Policy-aligned improvements, including: <br /> o Enhanced agenda review procedures <br /> o Packet distribution at least seven days before meetings <br /> o Guidance for special meetings, subcommittees, and voting practices <br /> • Improved orientation process in accordance with updated County policy <br /> These proposed revisions aim to align OUTBoard's operations with current County standards and <br /> strengthen board governance and engagement. <br /> FINANCIAL IMPACT: No financial impact currently. <br /> ALIGNMENT WITH STRATEGIC PLAN: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> • OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • OBJECTIVE 3.Support road projects that address congestion and reduce commute time using <br /> the County' s Complete Streets policy. <br /> • OBJECTIVE 4.
