The property remains largely original,with numerous deficiencies that I <br /> believe place its true market value closer to $100,000. Specific issues include Electrical: <br /> Original glass fuse panel still in place(not modern breakers). Heating&Cooling: Uses original <br /> baseboard heaters. The only air conditioning is an older wall/window unit,not central HVAC. <br /> Ceilings: Original ceiling tiles remain in the living room, dining area, and kitchen,not <br /> upgraded to smooth drywall. Kitchen: Dated condition with old tile flooring,painted cabinets, <br /> an older stove, original light fixtures, and no wall cutout(unlike many other Hillmont units). <br /> Lighting: No overhead lighting in the living room, and no electrical wiring has been run to <br /> support it. Flooring: Carpet in both the living room and bedroom is badly worn and outdated. <br /> Wall Finish: Living room still has original painted wood paneling,not smooth drywall. <br /> Bathroom: Contains original or very old plumbing fixtures,basic vanity, and damaged <br /> plumbing requiring replacement. Water Heater: 13 years old,beyond typical lifespan.Unit <br /> Location: This is a middle unit without corner windows,making it less desirable than some <br /> other units in the complex. Occupancy: Only 7 of the 48 units in Hillmont are owner-occupied, <br /> which may affect property value and desirability. <br /> Evidence submitted by the county representative: <br /> • An appraiser reviewed the property from the exterior on 7/30/2025.
