1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: August 26, 2025 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Approval of a Contract for an On-Premise Backup System Purchase and <br /> Consolidation <br /> DEPARTMENT: Information Technologies <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proposed Services Agreement Robert Reynolds, Chief Information <br /> Rubrik Quote Officer, 919.245.2276 <br /> David Mathias, Operations Manager, <br /> 919.245.2272 <br /> PURPOSE: To approve and authorize the Manager to sign a twelve-month contract with Data <br /> Network Solutions (DNS) in the amount of $149,933.54 to purchase a new on-premise backup <br /> solution (Rubrik) to replace the existing data backup solutions currently in use, and consolidate <br /> all data backups into one (1) system. <br /> BACKGROUND: Orange County Information Technologies (IT) currently relies on two (2) distinct <br /> backup solutions to protect and retain critical County data. While functional, this dual-system <br /> approach presents challenges in terms of management, visibility, and efficiency. Operating and <br /> maintaining multiple platforms increases administrative overhead and introduces complexity in <br /> monitoring backup status. <br /> To address these challenges, Information Technologies is proposing a transition to a single, <br /> consolidated backup solution, Rubrik. This unified approach will streamline operations, simplify <br /> system management, and provide a centralized view of on-premise backup activities. Staff will <br /> benefit from reduced time spent on routine maintenance, troubleshooting, and reporting, thereby <br /> allowing IT resources to be allocated more strategically. <br /> In addition to operational improvements, the proposed solution will significantly enhance the <br /> security of the County's backup data. A key feature of the new system is the implementation of a <br /> logical air gap. Unlike a physical air gap, which requires physically disconnecting systems, this <br /> logical air gap uses technical controls to isolate backup data from the County's primary network <br /> environment. This separation provides strong protection against ransomware, malware, and other <br /> cyber threats by ensuring that backup data remains inaccessible from compromised systems on <br /> the network. <br /> Overall, this transition supports the County's goals for improving IT resilience, strengthening <br /> cybersecurity posture, and optimizing the use of technical resources. <br />
