1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: August 26, 2025 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Approval of Tyler Software as a Service (SaaS) MUNIS to the Cloud <br /> DEPARTMENT: Information Technologies (IT), <br /> Finance and Administrative <br /> Services, and Human <br /> Resources (HR) <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proposed Services Agreement Robert Reynolds, 919-245-2276 <br /> Tyler Software as a Service Agreement Gary Donaldson, 919-245-2453 <br /> Brenda Bartholomew, 919-245-2551 <br /> PURPOSE: To approve and authorize the Manager to sign an agreement with Tyler <br /> Technologies, Inc. for $343,920 to move the County's Enterprise Resource Planning financial <br /> system (MUNIS) to a Software as a Service (SaaS) model. <br /> BACKGROUND: Since 2003, the MUNIS application, a product of Tyler Technologies, has <br /> served as the County's Enterprise Resource Planning system. It has been hosted on County <br /> owned and operated computer hardware since its original deployment. Operating within the <br /> current self-hosted model, County IT staff maintains the ongoing operation, maintenance, <br /> licensing, security, back-up and recovery aspects of this application and computing equipment. <br /> Software as a Service (SaaS) is a delivery model in which software is centrally hosted (in the <br /> cloud) and delivered over the Internet via a web browser. The main benefits of SaaS over self- <br /> hosted solutions include 1) the elimination of purchase and maintenance of expensive computer <br /> hardware; and 2) services are purchased on a subscription basis rather than up-front licensing <br /> cost, often referred to as a perpetual license model. Software as a Service (SaaS) allows vendors <br /> to deliver a highly available, single solution with a singular point of support and management. <br /> The County will also benefit from improved infrastructure architecture, with redundant power, <br /> improved security detection / prevention, advanced backup and recovery, and client-specific <br /> disaster recovery / business continuity measures not available with the current hosted model. <br /> Tyler Technologies has adopted a "Cloud-First" strategy, prioritizing the delivery of future <br /> solutions through a cloud-based model. For a critical application, transitioning to a Software as a <br /> Service (SaaS) solution better positions the County by enhancing scalability, security, disaster <br /> recovery capabilities, and long-term sustainability. Information Technologies supports this <br /> direction and is confident in the technology considerations associated with Tyler's SaaS offering. <br /> The contract has also been reviewed and approved by the County Attorney's Office. <br />
