1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: August 26, 2025 <br /> Action Agenda <br /> Item No. 8-d <br /> SUBJECT: Adoption of Program and General Records Retention and Disposition <br /> Schedules for Local Government Agencies <br /> DEPARTMENT: BOCC <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Program Records Schedule — Local John Roberts, County Attorney, 919- <br /> Government Agencies 245-2318 <br /> General Records Schedule — Local Laura Jensen, Clerk to the Board, 919- <br /> Government Agencies 245-2130 <br /> PURPOSE: To adopt the records retention and disposition schedules for local government <br /> agency program and general records, as required by the NC Department of Natural and Cultural <br /> Resources. <br /> BACKGROUND: The North Carolina Department of Natural and Cultural Resources <br /> ("NCDNCR") is directed by legislation to provide and administer records management services to <br /> state and local governments and to public colleges and universities. The NCDNCR fulfills that <br /> mandate by issuing guidance and best practice documents, creating records retention schedules <br /> and providing workshops, online tutorials and other forms of training to state and local officials. In <br /> addition to the NCDNCR schedules, many departmental record retention requirements are <br /> outlined in other NC laws and guidelines. <br /> In 2021, the Board of County Commissioners approved a resolution stating that future records <br /> retention schedules could be signed by the County Manager after review by the County Attorney. <br /> The County was informed by NCDNCR in 2025 that the resolution was insufficient, and requires <br /> adoption of updated retention schedules by the governing board. The Clerk to the Board reviewed <br /> agency policy dates with the affected departments and made updates as necessary. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GUIDING PRINCIPLE — COMMUNICATION AND AWARENESS <br /> We provide information and opportunities for engagement in a transparent manner so that <br /> all in our community have knowledge, understanding, and a voice. <br /> RECOMMENDATION(S): The Manager recommends that the Board adopt the records retention <br /> and disposition schedules for local government agency program and general records, as required <br /> by the NC Department of Natural and Cultural Resources. <br />
