8 <br /> 1 County to the first-year funding only of the capital projects; all other years are used as a <br /> 2 planning tool and serves as a financial plan. <br /> 3 <br /> 4 Capital Investment Plan — Overview <br /> 5 The FY 2025-35 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 6 School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and <br /> 7 Durham Technical Community College — Orange County Campus projects. The Proprietary <br /> 8 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 9 <br /> 10 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 11 property tax growth over the next ten years, and 4% sales tax growth. Many of the projects in <br /> 12 the CIP will rely on debt financing to fund the projects. <br /> 13 <br /> 14 Attachment 1 is the FY 2025-35 Capital Investment Plan Overall Summary of $75,322,781 <br /> 15 (individual projects were provided to the Board of County Commissioners at previous work <br /> 16 sessions, and revised project funding was discussed at the June 5, 2025 budget work session). <br /> 17 <br /> 18 Attachment 2 lists County Capital Projects Summary totaling $38,035,068 in FY 2025-26 (Year <br /> 19 1). <br /> 20 <br /> 21 Attachment 3 lists Proprietary Capital Projects Summary totaling $3,744,294 in FY 2025-26 <br /> 22 (Year 1). <br /> 23 <br /> 24 Attachment 4 lists School Capital Projects Summary totaling $33,543,419 in FY 2025-26 (Year <br /> 25 1). <br /> 26 <br /> 27 Travis Myren introduced the item. <br /> 28 <br /> 29 A motion was made by Commissioner Greene, seconded by Commissioner Fowler, to <br /> 30 accept the FY 2025-35 Orange County Ten-Year Capital Investment Plan, and approve funding <br /> 31 for FY 2025-26 and adopt the FY 2025-26 County Capital projects as stated in Attachment 2; <br /> 32 the FY 2025-26 Proprietary Capital projects as stated in Attachment 3; and the FY 2025-26 <br /> 33 School Capital projects as stated in Attachment 4. <br /> 34 <br /> 35 VOTE: UNANIMOUS <br /> 36 <br /> 37 c. Orange County Partnership to End Homelessness (OCPEH) Point-In-Time Count and <br /> 43 Monthly Homelessness Report <br /> 44 The Board received a report on the most recent homelessness data from 2025's Point-In-Time <br /> 45 (PIT) Count as well as the first installment of OCPEH's new monthly report on outputs. <br /> 46 BACKGROUND: The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people <br /> 47 experiencing homelessness on a single night in January. The United States Department of <br /> 48 Housing & Urban Development (HUD) requires that Continuum of Care Programs (CoCs) <br /> 49 conduct an annual count of people experiencing homelessness who are sheltered in emergency <br /> 50 shelter, transitional housing, and Safe Havens on a single night.
