42 <br /> 1 PUBLIC COMMENTS: <br /> 2 There was no one signed up to speak. <br /> 3 <br /> 4 A motion was made by Commissioner Fowler, seconded by Vice-Chair Hamilton, to close <br /> 5 the public hearing. <br /> 6 <br /> 7 VOTE: UNANIMOUS <br /> 8 <br /> 9 Vice-Chair Hamilton asked if there is a height maximum. <br /> 10 Patrick Mallett said heights are governed based on zoning classification. He said that <br /> 11 maximum building heights are anything with a roof. He said a structure could be there and that <br /> 12 would not be a building, like a fence. He said that it is typically 25 feet but there is a bump up in <br /> 13 height if setbacks are increased. He said that ground mounted solar arrays usually do not reach <br /> 14 anywhere close to 20 feet. <br /> 15 Vice-Chair Hamilton said it could be a concern in a residential area if it blocks a view. <br /> 16 <br /> 17 A motion was made by Vice-Chair Hamilton, seconded by Commissioner Fowler, to <br /> 18 approve the Statement of Consistency (Attachment 1) and the Ordinance in Attachment 2. <br /> 19 <br /> 20 VOTE: UNANIMOUS <br /> 21 <br /> 22 6. Regular Agenda <br /> 23 a. Approval of Solid Waste Master Plan — Path to Zero Waste <br /> 24 The Board approved the Solid Waste Master Plan as revised based on the Board of <br /> 25 Commissioners' guidance to staff in February 2024. <br /> 26 <br /> 27 BACKGROUND: Orange County issued a Request for Proposals on April 9, 2021 for <br /> 28 development of a Solid Waste Master Plan that would move the County to "Zero Waste" by <br /> 29 2045. As approved by the Solid Waste Advisory Group, the overarching goals for the Solid <br /> 30 Waste Master Plan and its development are as follows: <br /> 31 <br /> 32 Goal 1. Develop a comprehensive and easily understandable Solid Waste Master Plan, <br /> 33 with identifiable action items and a plan summary. <br /> 34 <br /> 35 Goal 2. Develop a comprehensive strategy that by 2045 will lead to "Zero Waste," as <br /> 36 defined by the County. <br /> 37 <br /> 38 Goal 3. Integrate the Plan's efforts with the ongoing climate action plans of the County, <br /> 39 the Municipalities, the University and the University Health Care system. <br /> 40 <br /> 41 Goal 4. Select a sustainable business model that incorporates the financial, social and <br /> 42 environmental, including carbon footprint reduction impacts on our community. <br /> 43 <br /> 44 Goal 5. Identify future programs, initiatives, facilities, and infrastructure to achieve the <br /> 45 "Zero Waste" goal, as defined by the County, while ensuring the long-term <br /> 46 financial stability of the County's solid waste and recycling program. <br /> 47 <br /> 48 Goal 6. Identify strategies to increase public education and participation in waste <br /> 49 reduction and waste diversion programs through awareness of reduction, reuse, <br /> 50 recycling and composting; while addressing ordinance and enforcement <br /> 51 requirements. <br />
