Attachment 2 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUDGET WORK SESSION <br /> 5 May 27, 2025 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Budget Work Session on Tuesday, May <br /> 9 27, 2025, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Jean Hamilton, <br /> 12 and Commissioners Marilyn Carter, Amy Fowler, Sally Greene, Earl McKee, and Phyllis Portie- <br /> 13 Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: None. <br /> 16 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> 17 Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below.) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> 21 <br /> 22 The Board reviewed and discussed FY 2025-26 recommended departmental budgets. <br /> 23 <br /> 24 BACKGROUND: The County Manager presented the FY 2025-26 Recommended Operating <br /> 25 Budget at the Board's May 6, 2025 Business meeting. Since then, the Board has conducted one <br /> 26 public hearing on May 13, 2025 to receive residents' comments regarding the proposed funding <br /> 27 plan. At its May 15, 2025 budget work session, the Board discussed recommended FY 2025-26 <br /> 28 Outside Agencies funding and recommended budgets for Chapel Hill-Carrboro City Schools <br /> 29 Board of Education, Orange County Schools Board of Education and Durham Tech Community <br /> 30 College. At its May 22, 2025 budget work session, the Board discussed the recommended FY <br /> 31 2025-26 budgets for the Fire Districts, as well as departments in the Human Services and Public <br /> 32 Safety functions. <br /> 33 <br /> 34 Tonight's work session offers the Board an opportunity to review and discuss the recommended <br /> 35 budgets directly with County departments and the Sportsplex within the structure of Functional <br /> 36 Leadership Teams, including operations, capital, and department fee schedule change <br /> 37 recommendations. <br /> 38 <br /> 39 Functional Leadership Teams: <br /> 40 The following Functional Leadership Teams are scheduled to attend tonight's work session: <br /> 41 <br /> 42 Public Safety: <br /> 43 • Sheriff <br /> 44 • Emergency Services <br /> 45 <br /> 46 Human Services: <br /> 47 Social Services <br /> 48 <br /> 49 Support Services: <br /> 50 • Asset Management Services <br />
