Approved 2.5.25 Perdita Holtz: Well, one of the considerations about expanding south of West 10 Road is that that sewer line 1199 does run on West 10 Road. And, so, to allow connections on one side of the road and not the 1200 other is arguably under-utilizing the sewer line. 1201 1202 Beth Bronson: 100 percent. But whether or not that sewer line has the capacity to support. Right? Because it's 1203 not actually the right size to be supporting large-scale development. It can only support large 1204 parcels that use a little bit of water every day. Right? So that's under-utilization of the land, in my 1205 opinion. I mean, again, why it was put on south of West 10 when the economic development 1206 district is on the north side of West 10, that's a different question for a different person. I mean the 1207 existing warehouses that have been built that are not being occupied. Right? So, our mayor 1208 came in great, great, revitalization to the Buckhorn development area. Fine. How many of his 1209 warehouses are full? How many are operating? That's a great question considering this is 3 1210 years now in the making and I don't know what kind of tax incentives they received, but they've 1211 got to be coming up on some form of time limit to fulfill that. They said they were going to have 1212 200 jobs to Thermo Fisher, and they're not open. So, I am all for fiscal responsibility in that sense. 1213 1214 Lamar Proctor: So, I just had my feelings hurt, but that's all. 1215 1216 Perdita Holtz: By who? 1217 1218 Lamar Proctor: With the under-utilization of the existing sewer south of West 10. 1219 1220 Perdita Holtz: I see. Well, because you said OWASA's under-utilization and OWASA has nothing to do with 1221 West 10 sewer. 1222 1223 Lamar Proctor: Oh, I know. 1224 1225 Perdita Holtz: But OWASA has water capacity. They have enough water in Cane Creek Reservoir. 1226 1227 Lamar Proctor: Right, that was my point, I took what Cy said to mean that there could be more economic 1228 development tied to the OWASA system that is not being developed. 1229 1230 Perdita Holtz: I see. 1231 1232 Beth Bronson: I think her point was she was making a call back to what you said for me, it wasn't for you. 1233 1234 Lamar Proctor: I know. That's why I said my feelings were hurt. 1235 1236 Perdita Holtz: I didn't mean to hurt your feelings. I'm sorry. 1237 1238 Whitney Watson: I remember, I guess it was 3 plus years ago. There was a big bruhaha about the development 1239 south of West 10, particularly in and around Gravelly School and there was a lot of finger pointing 1240 from the public. I didn't know this was happening. Why is Orange County doing this when it was 1241 really Mebane and, I mean Mebane was getting off scott free for having taken responsibility for 1242 pushing that kind of development. And that, to me, it seemed like the planning, both the board 1243 and the planning department had missed some opportunity to engage the public in communicating 1244 what was being discussed, what the future plans were. And so, I think 2, 3 years ago, enhancing 1245 communication with the public was part of the work plan. And I'm wondering if that should be part 1246 of this work plan. To set some goals for increasing subscriptions to the newsletter for the planning 1247 office. I know that there's been an increase in the pop-up discussion tables and volunteer 1248 recruitment tables and certainly the manager's planning has been terrific in terms of reaching out 1249 to the community. But that was not an overall part of the work plan and I'm just wondering if it 1250 should be. 1251 1252
