I don't believe there's anybody from the public, so I'm 55 <br />going to skip right past that and see if we can't get this thing moving. 56 <br /> 57 AGENDA ITEM 5: PUBLIC CHARGE 58 <br /> 59 INTRODUCTION TO THE PUBLIC CHARGE 60 <br /> The Board of County Commissioners, under the authority of North Carolina General Statute, 61 <br />appoints the Orange County Planning Board (OCPB) to uphold the written land development law of 62 <br />the County. The general purpose of OCPB is to guide and accomplish coordinated and harmonious 63 <br />development. OCPB shall do so in a manner, which considers the present and future needs of its 64 <br />citizens and businesses through efficient and responsive process that contributes to and promotes 65 <br />the health, safety, and welfare of the overall County. The OCPB will make every effort to uphold a 66 <br />vision of responsive governance and quality public services during our deliberations, decisions, and 67 <br />recommendations. 68 <br /> 69 PUBLIC CHARGE 70 <br /> The Planning Board pledges to the citizens of Orange County its respect. The Board asks its 71 <br />citizens to conduct themselves in a respectful, courteous manner, both with the Board and with 72 <br />fellow citizens. At any time, should any member of the Board or any citizen fail to observe this public 73 <br />charge, the Chair will ask the offending member to leave the meeting until that individual regains 74 <br />personal control. Should decorum fail to be restored, the Chair will recess the meeting until such 75 <br />time that a genuine commitment to this public charge is observed. 76 <br /> 77 AGENDA ITEM 7: UPDATE ON LAND USE PLAN 2050 – To receive an update from Clarion Associates on aspects of 78 <br />the ongoing Land Use Plan 2050 project. 79 <br /> 80 <br />Adam Beeman: We've got Clarion here tonight, and Tom is going to give us a brief update, and then we'll go from 81 <br />there. Good evening. 82 <br /> 83 <br />Tom Altieri: Good evening. Tom Altieri, Orange County senior planner. Just a very brief introduction and then 84 <br />I'll turn the floor over to Leigh Anne King. The planning board received its last update from staff 85 <br />on the land use plan project back in September. Since that time, the County and the consultant 86 <br />have completed our second engagement window which occurred late September through the 87 <br />month of October. Leigh Anne King with Clarion and Emily Gvino will give you a presentation this 88 <br />evening. It provides some information about some of the results of what we learned through the 89 <br />outreach process. The presentation you'll receive is nearly identical to one that the 90 <br />commissioners received just a few weeks ago, and I believe the last slide of the presentation 91 <br />provides a brief update on some of the questions that were asked of the commissioners and what 92 <br />they had to say about it. So, with that, I'll turn it over to Emily first. 93 <br /> 94 <br />Emily Gvino: Thanks, Tom. Good evening, everyone. My name is Emily Gvino. These slides we'll put on the 95 <br />project website for the land use plan, which is OrangeCountylanduseplan.com so you'll have these 96 <br />after the meeting, as well. This evening, we're going to give you a quick project update about 97 <br />where we are. I believe the last time that Leigh Anne and I spoke to you was probably sometime 98 <br />around the first community engagement window, so we have a couple of updates since then and 99 <br />then we'll be going into Community Engagement Window No. 2 which we held this fall. So, we'll 100 <br />be talking through the activities that were conducted, the objectives that we had for this window 101 <br />and then Leigh Anne will take you through the outcomes of that engagement and what we heard. 102 <br />A brief moment for discussion of the policy direction and kind of an update, as Tom mentioned, of 103 <br />what we heard from the commissioners at the last meeting, and then we'll go through the next 104 <br />steps. So, this is our project timeline. The project kicked off in the summer of 2023 when we 105 <br />were doing some initial groundwork and research, and we spoke with some of you during those 106 <br />initial stakeholder interviews. During Phase 2 is when we launched that first community 107 <br />engagement window, so that kicked off last fall through the winter of last year.
