SUMMARY NOTES 1 ORANGE COUNTY PLANNING BOARD 2 JULY 9, 2025 3 ORDINANCE REVIEW COMMITTEE 4 <br />5 <br />6 <br />NOTE: A QUORUM IS NOT REQUIRED FOR ORDINANCE REVIEW COMMITTEE MEETINGS. 7 <br />8 <br />MEMBERS PRESENT: Lamar Proctor (Chair), Cheeks Township Representative; Whitney Watson, At-Large 9 <br />Representative; Beth Bronson, At-Large Representative; Statler Gilfillen, Eno Township Representative; Charity Kirk, 10 <br />At-Large Representative. 11 <br />12 STAFF PRESENT: Cy Stober, Planning & Inspections Director; Patrick Mallett, Deputy Director – Development 13 <br />Services; Taylor Perschau, Current Planning and Zoning Manager; Christopher Sandt, County Engineer; Jack Moran, 14 <br />Planner I. 15 <br />16 <br />AGENDA ITEM 1: CALL TO ORDER 17 <br />Meeting began at 7:18 PM. 18 <br />19 <br />John Dempsey, a member of the public, addressed the board regarding the impervious surface amendments and to 20 <br />encourage urban stream syndrome research and watershed protection. 21 <br />22 <br />AGENDA ITEM 3: UNIFIED DEVELOPMENT ORDINANCE (UDO) TEXT AMENDMENT – IMPERVIOUS SURFACES, WATERSHED 23 PROTECTION OVERLAY DISTRICTS, AND STREAM BUFFERS - To review Planning Director-initiated amendments to the 24 <br />UDO pertaining to impervious surfaces, watershed protection overlay districts, and stream buffers. 25 <br />PRESENTER: Christopher Sandt, County Engineer 26 <br />27 <br />Christopher Sandt gave a presentation on the proposed impervious surface, watershed protection overlay, and 28 <br />stream buffer amendments. 29 <br />30 <br />The board discussed variance application procedure and planning staff’s role in creating and presenting variances. 31 <br />Christopher Sandt clarified that the proposed setback amendment would only apply to Lake Orange. 32 <br />33 <br />Patrick Mallett presented examples of the impervious surface sliding scale to the board. 34 <br />35 <br />The board discussed affordable housing and density in relation to the existing and proposed impervious surface 36 <br />regulations. 37 <br />38 AGENDA ITEM 2: UNIFIED DEVELOPMENT ORDINANCE (UDO) TEXT AMENDMENT – SUBDIVISION REGULATIONS - To review 39 <br />Planning Director-initiated amendments to the UDO pertaining to subdivision review processes and classifications. 40 <br />41 <br />PRESENTER: Cy Stober, Planning Director 42 <br />43 <br />Cy Stober gave a presentation on the proposed subdivision standards amendment. 44 <br />45 <br />The board discussed neighborhood information meetings and site visits; their necessity, as well as the historical 46 <br />requirement for them to be held. 47 <br />48 <br />AGENDA ITEM 4: ADJOURNMENT 49 <br />The meeting adjourned at 9:40 PM. 50 <br />51 <br />16
