Margaret Lane, Hillsborough, NC 27278 | 919.245.2575 <br /> <br /> <br />July 18, 2025 <br /> <br />Finding of No Significant Impact (FONSI) <br />Zoning Atlas Amendment Application (Rigsbee) <br />MA25-0002 <br />PIN: 9749-42-2010 <br /> <br />A complete Environmental Assessment (EA) application for the Rigsbee Zoning Atlas <br />Amendment Application, for the property located at 3531 NC Highway 54 W, Chapel Hill at PIN <br />9749-42-2010 (hereafter, the 'Project'), has been received and reviewed by the Orange County <br />Planning and Inspections Department. The rezoning application, site plan, and Environmental <br />Impact Statement were sent to local, state, and federal agencies for review. <br /> <br />On April 10, 2025, the applicant submitted an Environmental Assessment application as <br />required within Section 6.16 of the Orange County Unified Development Ordinance. Staff did not <br />identify any element of the Project requiring the completion/submittal of an Environmental <br />Impact Statement (EIS). In addition, an EIS was not recommended by any local, state, or <br />federal agency. <br /> <br />Based on the information contained within the EA application, rezoning application, and site <br />plan, Orange County Planning staff review, and comments received from local, state, and <br />federal agencies, staff makes a Finding of No Significant Impact (FONSI) for the Project. <br /> <br />Sincerely, <br /> <br /> <br /> <br />Cy Stober <br />Planning and Inspections Director <br />129
